Let say that the Burning Chariot gets FAQed to be relentless would you use it? It has some decent weapons but being only AV10 I could see it only last 1 turn of shooting. I plan on getting a few of the kits to build my screamer start but I kinda wonder if it would be worth the time to build a base where I could use them as both.

I could see deepstriking it down and roasting a then getting killed by mass S4 shooting. It could be good if you kill a key unit or at least more than 100pts.

Relentless still makes is largely useless. A fast, fragile vehicle that can move 6" and fire one weapon.
The ONLY way to fix the BC is to make it so that the vehicle is carrying the weapons, just that the passenger dictates the load out.

Absolutely. The model is nice, the points are decent enough (if the vehicle carries the weapons), and I typically don't use that many Fast Attack elements in my Chaos Daemon army, so I generally have space for it.

Relentless would still limit it to 6" for firing. Deep Striking counts as moving at Cruising Speed. The best possible ruling would be something like: "The Burning Chariot is the ideal firing platform for Tzeentch's minions. As long as the Burning Chariot has not moved Flat Out in the shooting phase and is not currently not afflicted with Crew Shaken or Crew Stunned, the rider always counts as having remained stationary when making shooting attacks.

The only two options to "fix" it are:
a) give the rider Relentless. Pro: can be fired on the move. Con: it can only be fired if the Chariot does not move more than 6".
b) make it a chariot weapon when ridden by the Exalted Flamer. Pro: can be fired regardless of speed. Con: cannot be used for Overwatch.

Maybe at GW they don't even realize that it is broken as they play the chariot incorrectly, like in the battle report. It should not take this long to fix that.

Helldrakes, fast vindicators, hellhounds, vendettas, or my personal favorite.
A Line of twelve Vindicators in four groups of three from the siege assault vanguard list. Twenty four in double FoC because feth you, eat your damn pieplates.

Isn't just about any unit with a shooting attack a better "Fast response unit" as they can all move and shoot while the BC can't?

But how are they fast response units? They can't attack after moving, so they are stationary firing platforms or fast-moving but ultimately harmless boxes... They can't even tank shock and are utterly garbage in close combat...

As has been pointed out, they are not a 'fast' response unit because they cannot move and shoot in the same turn. By the current rules they are basically turrets, rooted to the spot while flinging out short-ranged firepower.
I appreciate your optimism but based on that response, I'm 99% sure you've simply been using them wrong. I'm sure that's how they are *meant* to be played but the rules don't allow it because they fluffed up.

Well actually i deepstrike them next to an icon and then template my opponent apart. Yes they cannot move and shoot, but that just requires better placement. I like a challenge.

Wouldn't you still be unable to shoot as a deep striking vehicle counts as moving at cruising speed and your passenger is trying to snap shot a heavy 1 template?
Unless you're saying they wait around a turn right next to your chariot waiting to get burnt.

Hmm you have a point. I guess i have made a mistake in the past. Ill have a word with my gaming group and see what they say, im sure they will allow me to use them they way they where intended to be. Generally we are rather flexible with the rules when playing.

If your group allows you to do so, then all power to you and congratulations for having such nice opponents. Unfortunately there are very few tournaments that run houserules in my experience and so when placed in a competitive environment, they are pretty worthless.
A shame because the models are actually quite cool.
Going back on-topic I would certainly consider them if they were fixed. It's essentially a Land Speeder Typhoon that upgrades both the Heavy Flamer and Missiles, gains Open-Topped for an extra Hull Point and costs 25pts extra.
