Salamanders would fit too. The dropsite massacre hurt, but their ability to maintain/reconstruct/improve their weapons and vehicles is second to none.
Otherwise any of the loyalist first founding chapters not at the dropsite massacre.

The first one yeah, but they either recovered a lot of the armour with dead marines inside, or recouped their losses fairly quickly. Because when they boarded the Sin of Damnation some 600 years later they had 86 1st company terminators aboard.

I'd say dark Angels, higher than usual plasma weapons, and terminator armor out the bum, along with some other select gear, the other option if you want to consider them a chapter would be the grey knights, when every marine has a powerful weapon of sometype it does scream that they are getting loot that even the Minotaurs envy.

There's a reason I said powerful weapons, I wanted to avoid any and all things dealing with Wards abomination (In 3e daemonhunters dex grey knight nemesis force weapons gave +2 strength and thats it to regular grey knights)

Iron hands or salamanders. Despite losing a lot of them, they value them more and would have gone further in 10,000 years since to get more.
While the ultras/dark angles didnt lose as many in one go they they lost some and then they would have had to divide them among their successor chapters at the second founding.
Space Wolves. Arent the space wolves much larger than other chapters. Might have less per man, but being larger they might have more total.

I just derped.....Consecrators win this hands down, every one of them has old mk6 or older armor, along with apparently "ancient bolters", granted they are undoubtedly hand me downs from dark angels, but heck the whole chapter raided the army surplus in a way that undoubtedly stuns the Blood Ravens

Dark Angels have more goodies than anyone else! They just don't tell people about them  . In all seriousness, as much as I don't want to say it... Grey Knights have enough terminator armor for their entire chapter. Plus I'm sure they have all kinds of other stuff stowed away on Titan.

Seriously though, Grey Knights. Every piece of Aegis Power Armour is a relic in itself, every Nemesis Force Weapon immensely valuable. Let's not get into Dreadknights or Aegis Terminator Armour. The entire Chapter is more or less a walking reliquary.

I believe it is the Dark Angels sub-chapter the Consectrators. Nobody has seen them with marks of armor older than Mark 6(IIRC), and they have also been seen with numerous relic weapons.
The fluff says that it seems they carry the weapons and armor that the Dark Angels used back in the Heresy days and seem to hunt the Fallen often.
My idea is that they are 'Consecrating' these weapons and wiping away the same shame the Dark Angels feel by using the weapons against those that created the Unforgiven status.

Well, it has to be grey knights or one of the founding chapters, because all relics from the other chapters are pretty much gifts from their parent chapter, or found. Grey Knights are artefacts in and of themselves, so they rank pretty high. I would guess Ultramarines, but maybe Space Wolves.
My reasoning is this: chapters that participated in the final battle for terra (or Isstivan for that matter) were severely depleated, but the Ultrasmurfs wern't there, so they could hold on to all their stuff. Even the Dark Angels lost half their legion (and had their planet blow up), losing massive amounts of stuff.
Secondly, the Ultrasmurfs and Dark Angels are the only chapters that still have the bodies of their primarchs, and since the Dark Angels only have half a planet left over then they are disqualified for losing so much stuff in the explosion.
If you are thinking about just volume of stuff (put all the relics on a big scale and weigh it), it would probably be Imperial Fists, because they have that giant planet/death star thing. I also think that the space wolves have something, because of the idea of viking history, Bjorn the Fellhand, etc.

GK has everyone beat with how many Termie suits they have (they can outfit almost the entire chapter).
I believe BA has the most LRs (hence why they're all dedicated transports. They also have a lot of Artificer armor with all the Sanguinary Guard they have.
I do believe Ultramines has the most of everything else (Preds, Rhinos, Dreadnoughts,) simply because they are the largest chapter by far.

SW were never divided, so basically all the cool stuff remained in the chapter/legion

two corrections. Firstly, Dark Angels HAD the most relics according to UE. however that was during the Horus Heresy. remember at the time the warmaster of Chaos was a guy called Horus, the ultramarines ruled 500 worlds. the dark angels home base was a planet, and worshipping the emperor was "bad" 10k years is a long time to change.
Secondly the Wolf brothers are listed as a second founding chapter. so apparently the space wolves where split in two

I don't understand the "largest chapter by far" part of your statement, but according to the Chapter Organisation listed in their respective codices the Blood Angels have more dreadnoughts than the Ultramarines.

Depending on what qualifies as a "relic", the Black Templars can compete due to the sheer size of the Chapter. Astartes Power Armour is arguably relics, and having enough to outfit several Chapters' worth of Marines ought to give a bit of an edge. Then there's the fact that their flagship is a flying reliquary and a relic itself.
I still think it's the Grey Knights though, again, everything they use is some form of relic. Psybolts, Psycannons, Dreadknights, Nemesis Force Weapons, Aegis armour, psyk-out grenades, psychotroke grenades, even their own skeletons could qualify as relics, seeing as they're inscribed with anti-Chaos wards.
