That's what just about every other company in the world does when a single model not found in other books is given rules (either online or included with the model).
On top of that, this isn't a new model with new rules, it's an existing model, dating back roughly decade, that had rules (at least for Fantasy) and was questionably orphaned because they didn't bother to update it.
Either way $4 for rules for a single model is ridiculous, and is outright usurious for an existing model that simply got left out of an update.
EDIT: On topic, the Be'Lakor looks rather fearsome, but he clocks in at 90% the cost of 3 Vendettas or AC/ LC Predators, and while T5 W4 with EW is cool and all, with only a 4+ inv save, he's very easy to take down unless you're hiding him in cover most of the time (in which case he's not getting to use that amazing sword or his awesome CC stats), a trio of Hydra flakk tanks should kill him in one round.

There's nothing wrong with micro-transactions. They are a proven an effective form of generating revenue. GW is a company. It exists to make a profit. I for one wholeheartedly support GW's embrace of new marketing methods, it's been far too long.

One shouldn't have to buy another product to make the other one they bought work when it was supposed to work without it in the first place (in the case of the CSM codex), or when it already existed (in the case of the Be'Lakor model itself) and just wasn't updated properly.

They chose to flush that down the drain, and now recasters and things like insta mold allow people to get the bits they want without involving GW. If they wanted a microtransaction revenue source, they shouldn't have discontinued bits ordering.

Exactly!
Bitz ordering is exactly the kind of microtransaction stuff that's usually successful in games. It's like all those extra skin options/pets/mounts/etc in World of Warcraft, they don't really change gameplay functionality but allow players to make their stuff "unique" and very much their own. Nobody has a problem with these kind of microtransactions, it's when microtransactions take on a "pay to win" aspect or a "play to use this thing that already existed" feature that they start to honk people off.

A bit of a downside that I hadn't really considered - Be'Lakor kind of screws with your HQ choices a little bit. If you take him in CSM, you don't get any cult troops unless you also take a marked Chaos Lord. If you take him in Chaos Daemons, you don't get to benefit from Fateweaver's incredibly useful warlord trait.
Granted, you could still take him in an allied detachment. But chances are very high that if you're taking Be'Lakor, you're probably spending at least 500 points on HQ's. Not necessarily a bad thing, but it could hurt.

I think that is why most people are thinking of taking him as an allied HQ in a Daemon list, Fatweaver still gets to be Warlord, and you just bring a small unit of cultists.

Chaos doesn't work because of codex creep, not because it's broken.
Also, it's completely optional. No one's forcing you to buy it.

Well, problem is that working microtransactions are usually in free-to-play titles. WH is anything but free-to-play  Put microtransactions into priced game and...its not usually good. And if we should use this parallel more, good mictoransactions gives shortcuts to game items or just cometic ones. I don't know if its fair to say you are getting "much more stuff" of White Dwarf. Battle report is the only really good thing in the magazine, and even that is mediocre. Which is why I had my local store stop getting it for me.
So, you are telling me that because WD doesnt seem useful to you, its not fair to say it is for me? Because I like reports, I like reading commentaries and even tips and showcases for paintings. I think that it is good in magazine. You dont like/ need it, OK. But it is much more stuff for me. And would pay for it gladly which I wont for the datasheet.
edit: just to be sure...Im not crying "sky is falling", but I simply dont like possibilities of future evolution. Becuase if it becomes trend, such microspending can suck a lot of money each month. Just because you like one army (beware to like many armies) and you want to have sources complete. One such thing in long time is OK. But I fear of wave of such "additional options" every month.
And call it "gift from GW to christmas" is really funny

I didn't say it was, but was going off of your statement that it's a buff the CSM book needs to be competitive.

The difference is that this is a model that already exists, and has had rules in the past, and people have owned the model for a decade or more, it's not even a new unit. They just didn't bother to update it and are charging nearly 10% of the price of a codex to bring it back. That's the kind of microtransaction sillyness that has sunk games in the past. Admittedly the 40k rules are new, but not the Fantasy ones.
Chaos doesn't work because of codex creep, not because it's broken.
The CSM book never quite worked right, I don't think I'd be alone in saying that Creep is what's wrong with it, it had notable detraction right from the start. But again, the issue is that when you said Be'Lakor was a buff the book needed, one shouldn't have to pay for updates within the span of a single edition to make a faction work.
Also, it's completely optional. No one's forcing you to buy it.
True, but if it's, as you say, I need it for a standard competitive list, that makes it pretty important. Or, if I owned Be'Lakor from when he was included in books, I'd be rather upset that I have to pay an extra $4 to use him again (at least from the Fantasy end of things).

It would have been good to have him included in a WD issue, I would have bought one then. But I don't think I will go out of my way to pay for this, he sounds beastly and good unit to include, but if this is encouraged it could mean an increase in these sorts of thing. Most might not have an issue with it, but I don't think it's a good idea when WD is lacking and could benefit from stuff like this. WD is already pricey enough.

The problem with WD is having to have been around when the WD comes out, or troll for it on ebay months later.
Digital releases are a far better improvement, and still cheaper than the WD your rules come in.
I'd say 40k is free to play, you don't pay a subscription every month to GW to play the game now do you?

Some of us would prefer to have a physical copy of something rather than an online version.
No you don't, I certainly don't, but why would you need to have a subscription to pick up a single WD magazine? You have to pay to get the Belakor rules, so what's the difference from putting them in a WD. If they actually started doing this, it might make people buy more copies of WD or start taking up subscriptions.

Personally i think this way we're saved from the whole 'well maybe white dwarf has gotten be- oh nope, still crap'. Plus you won't lose your rules when your dog goes mental and eats them.

Well, that's not the only factor. Speaking as somebody who started an SoB army back before they got their digital codex, literally my only option to get the two WDs their codex was in was via eBay. If you're a late-comer and want to get something that was in a WD, you're forced to hunt through eBay for it. Digital stuff neatly avoids this, making sure that rules are always easily obtainable straight from GW.

I purchased it because I could, why wouldn't I it was only a couple of quid. Plus my friends had the model for ages and now we can use him how he's meant to be used.

Why would it have to be more money, It's not like WD never contained rules for units before. Perhaps if they started making it a regular thing WD wouldn't be so crap.

Of course it isn't, but that was the gripe that Asmodai Asmodean made.
They could do both, GW likes making money.

I actually kinda like this route of downloadable rules, but only for special characters that have been left behind in edition changes.
I wouldn't want it for new army special rules or units though.
I think as I play CSM I will download this to have a look at and maybe play a game with.
Now bring back Doom rider and Spirit Seer Iranna (I think that was her name)! Automatically Appended Next Post: Do you need a kindle or whatever to read this? I was wondering as I only have access to tablets or my smart phone.
Will either of those be OK to read it?

I really like this thing. Love the model, bought one many years ago. I have used it as a DP/Bloodthirster count-as. This is a must for my favorite army. And I play Chaos Undivided, so it is cool to finally get an Undivided DP. There were lots of them right before Kelly changed it in 2012. Bad boy, Kelly, bad boy.
In a first sight, rules are nice. No-heldrakes Chaos need this buff. The background could be better though:
1) The "he is the first one ever" should be "it is said that he is the first one ever". I don´t like it when they give us so much information. It causes contradictions.
2) The part when it says that the Chaos Gods no longer do undivided DPs should be completely ignored. What´s wrong with undivided? This change is from 2012, and most of the fluff is still full of Undivided stuff: Perturabo, Lorgar, Acerbus, Periclitor... following a single god is boring. And 5 out of 9 Legions are Chaos Undivided.
About the price... it is stupidly expensive. No surprises here, sadly.
And please stop trying to justify this abuse by saying that " GW is a company". There are many companies and most of them know that abusing the customers is not the way to achieve benefits in the long run. Most companies regularly offer small things for free, or at a reasonable price. The only reason GW hasn´t gone bankrupt is because there are still enough fans willing to pay whatever they want for low-quality things made in a rush that will give them an edge against an opponent.
And then you have this " GW from the past" company. Ever heard about White Dwarf? This is the kind of stuff that WD was full of. It was delicious, and people bought it. Now WD has degenerated to a total waste of paper and everything that should be there is sold independently, at ridiculously high prices. So yes, this is the kind of stuff that should be free, or at least really cheap.

He is undivided because he doesn't worship any of the gods, and he is the only Daemon Prince that is undivided.
Since normal ascension requires a god to promote you, he was the only exception and they decided to never do it again...
Undivided legions are completely different as they are more of heretics of the imperium compared to God Worshipping Legions.

Undivided Daemon Princes were cannon right until Kelly wrote the last two Chaos Codexes in 2012. By doing that, he created thousands of retcons for nearly 30 years of having Chaos Undivided rampant in the setting. There are more Undivided Daemon Princes in the setting than those dedicated to a single god. And they are my favorite characters! What about Ingethel the Ascended? Periclitor? Perturabo? Acerbus? I have been playing Undivided for decades, with one or two Undivided Daemon Princes as HQs. If they ever retcon the hundreds of books containing undivided DPs as characters, I will contemplate the possibility of accepting that severed, boring, lame, disgusting, simplified, despicable version of Chaos.
And not to mention the Lesser Chaos Gods: Malal, the Soul Forge, Kweethul Gristlegut, and many others.
The eight-pointed star of chaos depicts the many directions Chaos allows. It is not a four-pointed star forcing you to take one out of only four paths. Chaos is infinite, a concept that has been present in all religions since the creation of mankind, regardless of the last retcon at the hands of an author that cared nothing for the background of the army.

I guess it isn't because Bela doesn't worship any gods, it's probably more because he is favoured by many and the 4 main gods that make him undivided.
In terms of fluff, those characters should have been favoured by some entity in the Warp in order to ascend to Daemonhood.
Then again, anything is possible in the warp so who knows, your fluff is your version of chaos and my fluff is my version of chaos.

People who bought him before can still use him as they used to (proxy for a Daemon prince, most probably). If they start releasing new models and then try to cash in by releasing separate overpriced rules packages for them, then it would smell fishy.
