You're thinking of Crimson Dynamo or Titanium Man, both of which were Soviet attempts to match Stark.

Sure he could. That's how he started as Warmachine in the comics to begin with. He took over as Iron Man when Tony relapsed into alcoholism(issue # 170) and then again when Tony "died"(issue #284), the second time using Tony's Iron Man "warmachine" armor. His first use of the name Warmachine was after those two events.

Speaking of which, I'm was really surprised and disappointed we didn't get to see in the three IM films, I'd take either over Whiplash or the butchery of AIM/Extremis/Mandarin.

Rourke's character was effectively a mashup of Whiplash and Crimson Dynamo. Vanko was the original C.D.'s last name.
