To be honest it wouldn't change much changing plasma from ap2 to ap3.
Tau have 1 or 2 chances for 2+ armour
Eldar have Phoenix lords
Dark Eldar have Drazhar
Necrons have a few HQ choices
And I don't know 'Nids, Orcs, Sisters, Adeptus whateveritscalled, and Daemons, but I assume they don't have much either.
The only armies that have 'free' use of 2+ saves are Chaos and regular Space Marines in that they get terminators. And I wouldn't really want to have to take anti-vehicle weaponry to deal with terminators...
So really making plasma AP3 is a big boon to space marines, because most other ap2 is either short ranged like melta or anti tank weaponry like a bright lance. And usually heavy/assault 1
Just as an example, without starcannon ap2 for eldar, it would take a couple of falcons, a couple of lancewalkers and a cannonwraithknight to reliably deal with terminators, and they're bad enough as it is now...
Oh and also regarding the D-Scythes. They're not as overpowered as people think. I use them a fair bit and they've never made their points back. Only time they did a great job was against Shadowsun. Their strength four means that they're wounding most things that you'd want to use them against on 4+, which is half of your hits gone on average, and a lot of 2+ armour tends to have a sneaky fnp or inv save to back them up afterwards... D-Scythes are psychological warfare to me. (BTW these aren't plasma weapons they're distortion weapons, they open a hole to the warp)
And also, on the Suncannon, again not as good as it looks on paper. I used it once and it only really managed to wipe out about 10 fire warriors, 2 pathfinders and a vespid. It doesn't have to scatter far to miss.

In 4e Sword Bretheren Terminator Command Squads (2 Cyclone launchers on five models) were pretty solid and Terminators could make their points back reliably, the increased availability of AP2 weapons, retooling of the game towards shooting winning games, and the price of Tac Marines that keeps dropping while Termies stay the same have all hit since and they're no good anymore.

I don't really think the imperial +1 S for gets hot is worth it. Goes from wounding most guys on 2's to...wounding most guys in 2's.
I'd much rather have the stable xeno plasma.

And tau crisis and riptide suits are like the biggest reason I just can't put terminators in a list.

I don't know, there are two 'Nid players in my local meta and I do like wounding Carnifexes on 3s...

That's because you're missing the fact that it's not +1S for gets hot.

It's +1S and much cheaper access to plasma for gets hot .

Eldar plasma sucks and is overpriced (no blast).

Eh, 4th ed SM codex had terminator command squads that were 4 models and could have two heavy weapons (always assault cannons because "oh hai 4 rending shots").

Granted that was pretty much the only reason to take shooty terminators as Vanilla SM back then...

In my experience the WK fires the scatter laser first, so the sun cannon has 3 twin linked blasts that wipe out whole squads of terminators in one turn. Brutal.
I agree that s6 or even s5 would make plasma less if a 'cover all bases' weapon that it is now.

That's why you don't use terminators in the first place.
