I got most of my Inquisition detachment for half of retail in a sale in my local newsagent. All told, that was a box each of Dark Elf Corsairs, Dark Eldar Wyches, Empire State Troops and a Chaos Terminator Lord for about 40 quid. There was a lot of stuff in the sale I now wish I had bought (LotR Hunter Orcs, Ogres that could have been Ogryn, Ghouls for conversion) but it's hard to argue with the deal I did get. My brother also grabbed 2 10-man boxes of Dire Avengers (this was after the halving from GW) for half price, so about 30% of what they would cost at retail.
I also got given the limited edition Sternguard Sergeant (powerfist and bolter, goes for 20-25 on Ebay) for free buy a stranger at a club I had just joined, he was done with Marines and I was the only Marine player there. I also got a free Terminator, which later became Belial.
I got the Bretonnia army book for £2 off eBay recently which I thought was a bargain seeing as you're hard pressed to find magazines for under £4 these days.
You'd be shocked what you can pick up on Ebay / Bartertown if you're patient.
Generally speaking you want to have what the guy who "needs it right naaaaaooow" wants, and you never want to be the guy that needs it right naow. Patience gets you some great deals, particularly on B-town.
Probably my single biggest deal was getting Gideon Lorr NIB as a "throw in" to even up a trade that was roughly retail value to begin with, but where I happened to have an entire cryx army my trade partner really wanted, and what i was getting in return was some stuff i wanted, but more some stuff that i thought i could trade. That was pretty good.
I also scored a smallish (about 1000 points) point tau army off a guy for about 25% of MSRP as it was a "getting out of hobby, getting married, buying house" fire sale. That was pretty nice too, saved a couple hundred there.
I dunno. I tend not to try to get uber deals unless its a scenario where the other person REALLY doesn't care and just wants it gone. Then, yeah, i'll haggle for the best deal i can because its usually for cash anyhow.

Best thing I had was over 10 years ago, paid £5 for about 70 figures which included 30 plastic RT marines, the old box of 18 harlequins, and lots of metals RT orks, eldar, space slann and other bits.
I scored my SoB (Witchhunters back then) army on eBay for $400. At the time, it retailed for about $1000. It included 60+ Sisters (HQs, specials, heavies, sister superiors, simulacrums), a dozen Seraphim, 15 Repentia, 10 Kasrkins, 6 Arco-flags, 3 pengines, Celestine, Uriah, 3 different priests, Witchhunters Inquisitor w/ half a dozen henchmen, 3 Immos, Rhino, Chimera, and an Exorcist. Most was assembled and primed, with only a few items that actually had paint. It was a full army in every sense.
Best wargaming purchase I've ever made, and it'd probably retail for 3-4 times now if I bought it all new.
I almost only buy bargains and have made far to many mind-blowing deals to list. Recently though I bought 2 squads worth of metal warp spider figures for 50 cents each.
Most of my best bargains are not direct sales, but rather trades where I'm able to trade something I have for something much better from someone else because they want what I have.
As for a deal that anyone can have, the Sedition Wars Battle for Alabaster set is currently on sale at Amazon for 25 bucks or so. The figures are made of restic (very annoying mold line removal) and require some skill to get them together properly. However, if you've got the patience, the miniatures alone (50 figs and scenic bases) are more than worth the price.

I've got no interest in the game but just finished painting up the trooper figs for other games and they're very nice.
I just bought 24 OOP Kasrkin off of eBay yesterday... for $90.
I'd say that was a pretty damn good deal. Seeing as they've been OOP for a while now and most models tend to go for anywhere from $7 - $10 ( so roughly $160 to $240 if bought individually ) and I got them for what I seem to recall is less than they cost at their old retail value. I think about $45ish for the 10 man squads and $15ish for the Plasma/Melta pairing, so even if these guys were still for sale direct from GW I would have been saving about $20-$30, which makes this deal all the more better.
I'm pretty happy about that nab. It was quite a lot of them too. Two full squads of 10 with their respective Sergeants ( 2 each ) Flamers and Grenade Launchers ( also 2 each ) as well as the Plasma and Melta special weapon pairs you used to be able to buy separately from the squads, again, 2 each of these as well.
I'm very excited to get them!
Oh yeah I forgot to mention that they're all unpainted and include their backpacks as well as being in good condition, which is a bit of a rarity for these guys on eBay.

Hmm come to think of it, way back in the mists of time I think 5th 40k edition, I got almost whole part assembled starter box with the rule book for like £10 at a carboot sale. I only wanted the rule book tbh.. haha..

A guy got into the game, then got bored and got right back out again. I got his monolith, couple squads of warriors, destroyer squad, lord, and nice aluminum pistol case to carry them in for $70. (which means destroyers and lord alone met that cost, retail).

My best win was a Lizardmen army for $100. The army was all on the sprue or in a box and consisted of:
100 saurus warriors
16 lizardmen riding cold ones
1 metal lizard riding a carnesaur
20 old metal Temple Guard
1 old slaan (complete with 4 temple guard holding his palaquin)
1 forgeworld slaan
48 skink
2 salamanders
6 chamelion skinks
3 plastic stegs
10-15 random metal skink (braves, chiefs, wizards, standard bearers, bow and arrows - some I had to combine with plastic skink bits for a complete model)
The guy was finalizing a divorce and said he had these lizards sitting around for so long he forgot he even had them. He found them when he was cleaning out his house and thought he purchased them in 2004. Fast forward to 2011, he never opened the eBay box and I got them all. I offered to pay him for the models but he didn't care - he was happy that some local people still played fantasy.

I have come into this thread to post my decisive victory among all stories that can be shared here. I will put it all in spoiler tags, as it is a tad long.

A couple of years this happened to me.
One day I finished work, the gym, eating, then I try to lay down and sleep. Before I nod off though, I decided to check my Kijiji page (a local trading site, can find almost everything on here). I have the page bookmarked to auto-search the term 'Warhammer', to only show results related to Warhammer Fantasy/40K - anything with the keyword in it.
I see an ad posted less than 2 minutes prior saying 'URGENT - FREE - WARHAMMER MODELS, FIRST TO RESPOND GETS IT ALL'.
I quickly text message the fellow and he says I won the race, but he lives about 1 hour away from me (at this point I was adamant he'd decline my request and wait for the next dummy). I tell him "I'll pay you to drive the models to me!", he says "No worries, happy to drive them to you". I'm quite happy at the moment. I don't really care what the items are, I can always use items for conversions/trade with friends/sell, etc.
So a couple of hours go by, and the guy messages me saying he is close by. He still hasn't given me any details, as he sounded as if he was in a rush and I'm not going to risk annoying him into reconsidering. I was expecting maybe a couple of regiments of something, or a squad or two from 40K or whatnot.
He arrives, and the guy unloads all THIS from his car:
My jaw absolutely dropped. Within one of the boxes there were all these:
Every case is LOADED to capacity with models. One case was chock FULL of a DKOK army!! The other cases had an embarrassing amount of IG models and Catachan models. Tons of sentinels and weapons teams in particular. One of the boxes contained the last 4 editions of rulebooks from both game systems, and the codexes/army books for all the armies he gave me. A bunch of LotR crap too.
The other boxes contained a TON of models all carefully wrapped, it appeared to be a very large Orcs & Goblins army (many brand new/on sprue still), a large Tomb Kings army, and an enormous - ENORMOUS Imperial Guard/DKOK army:
Yes, that's a Baneblade.
One other box contained a whole lot of very high quality scenery. Some of it is official GW stuff (old OOP trees, modular hills, bunkers, etc), but the prettiest piece imo was this:
The Warhammer fortress. I've never owned one before since I'm not into Fantasy, but I may consider using the Tomb King army, or the O&G army now. A Dwarf army was in there too:
He also gave me his tool/hobby kit which contains many of the Citadel hobby tools/supplies, and a ton of basing material, mainly static grass and flock, some sand and tiny rocks.
There was also a VERY old Citadel Miniatures dwarf boxed set.
Then a few days ago, THIS happened to me (January 4th, 2015):

Ha ha, how do you think I felt? Sold most of it, or traded for more armies. The guys I traded with on WarSeer and BTown can testify the trades were exactly what was in the photos.

He told me his name was David, just like it it says on the boxes.
I also thought he was just trying to 'vanish' a collection, but he assured me it was all his and just wanted it gone, he was too old to be messing around with Warhammer anymore.

Probably the last sale my local GW at the time ever had, all Epic and BFG was 40%. I took 20,000 points of Epic and a 75 ship Imperial fleet, negotiated down to 25% because it cleared so much shelf space
