I decided to ignore super heavy LOW's for my list, because I don't have enough experience with them. (Also most of them are bad for their point cost anyway.)
1.Flyrant: such a great all around tac choice that, due to the broken fmc rules, is really hard to handle.
2.Wave serpent: obsec, speedy, tough, great range, can handle anything armor 12 or lower.
3.Loth: in a world of ran-dumb rolls, this man breaks the rules and tells the dice what he wants for his powers. The bread of a deathstar sandwich.
4.Imperial Knight: can handle anything on the ground, and that's where the objectives are.
5.Belakor: broken fmc rules, guaranteed non-ran-dumb powers, all on a daemon prince body.
6.Fate weaver: no, dice, I am the boss.
7.Riptide: range-table, weapon-powerful, durability-intense, point cost-nowhere near as high as it should be.
8.Draigo: another guaranteed power, (screw random powers!) plus a tanky EW statline for guarding and warping your important stuff. The lettuce/sauces of a deathstar sandwich.
9.Centurions: firepower ho! Low because they need an IC to bring them to broken status. The meat of a deathstar sandwich.
10. Harvest cron wraiths: fast, immortal, undercosted, and hit like assault cannons.
11. "honorable mention"- harvest spyder: unbelievable durability while being the supposed "weak point" of the harvest formation bonus, plus MC benefits, all while costing the same as a single tech marine.

I can't believe someone listed Gretchin as a good unit. They are pathetically bad except when used to unlock another CAD.
My list is based on what people call cheese at (no particular order):
Wave Serpent
Dreadknight
Thunder Wolf Cavalry
Necron Wraiths
Riptide
Wraithknight
Flying Tyrant
Helldrake
Imperial Knight
Drop Pods
These might not be the, "best" units per say, but people complain about them the most, and I think they are all near the top in terms of power level, especially compared to other options in their own codex. (I'm looking at you Helldrake and Dreadknight). Based on my experience playing some of these things, I find them to be very effective.

Eldrad is lvl 4 yo. Hes great. Hes for footdar though obviously and current meta doesn't like footdar even though footdar is pretty dang boss. Yeah Tiggy is a beast - no denying that. Maybe his reserve rerolls were a bit much considering he opens the book and picks what powers he wants.
I would definitely rather have an Elf Tigurius for 210 points than Eldrad.
Tigurius is just pure flying rodent gak crazy, the fact that he gets 3 rerollable psychic power rolls AND gets to reroll his psychic dice is just way off the charts.
In some ways, you could say that maybe two Farseers are as good, but they're not. They don't have his casting reliability, and they even cost more.
I would also totally appreciate if Eldrad's Tactical Genius at least matched that of Creed. Automatically Appended Next Post: Here's two more OP units:
Drop Pod - for 35 points those things are just the best 35 points in all of 40K.
Tyranid Spore Mines - for 15 points, you get a troop, ObSec, Deep Strike, Shrouded, and a free pass on your troop tax.

Just checked the digital GK codex on my phone and Sanctuary isn't listed... I wish he did

They will probably go off on invis and centurions before draigo. Draigo in reality is what makes the star broken - it's why they call it draigo star and not tigaris or loth star - Loth should be on my list too though. That was my mistake.

A lot of love/hate for Grav Centurions. While I agree they are a great unit, but without support from a psychic IC, I don't think they are top 10 great. Prohibitively expensive, slow, short ranged, no invulnerable save, and their firepower becomes useless against a small number of armies and builds (Daemons and Orks, and horde Nids).

Unfortunately, that is a lot of points for a unit of mostly 1W models that die extremely easily for their cost.
Believe me, I have tried.
Chaos Terminators need more wounds and/or generally a more robust statline before they can be useful as a deathstar unit.
They also sorely lack mobility.

Yup, eldar really do have 4 of the top 10 models in the game. The best (worst?) part is, the rest of their codex (other than a couple units) aren't far behind those 4.
