My BF LOVES 40k. His army is Orks. He has pretty much everything but he says he can always use more. I have not idea what to get him. PLEASE help. I do not have a lot of money to spend so please keep that in mind.
Are there any books or movies with Orks?

No movies with Orks, at least not 40k orcs. I can't think of any books with Orks (as the main characters) off the top of my head...
A box of Ork Boys or Ork Nobz could be useful to add to the army. Have you thought of other hobby supplies? Maybe some glue to assemble models and some paints and brushes to paint with.

There are a few books with Orks as the protagonists, a lot of which is unfortunately in ebook/mobi format so it depends on whether or not your BF likes reading on tablets/kindle stuff.

Lol thanks. I've got him stuff in the past for his army. The rockers orks? Then something I don't seen online, an ork was looking down a cannnon? Idk. I got them cause they looked cool. I've also given him boyz because he talks about them a lot.

Love that mini, perfectly captures the comedic relief of the Gretchin in the Ork army.
Of the three suggestions above, I think your boyfriend will get the most use out of the Tranfer sheet, since he can use the decals on already painted models, be they vehicles or his Ork Boyz and Nobz, to help individualize them. Bonus points that it's a little under $20.00 (Shipping not withstanding)
Can't go wrong with another box of Boyz also. Regardless I think he'll be happy to get whatever you decide to purchase for him. Hopefully this narrows the field a little at least.

An Ork player, especially in today's game of precision weapon spam, can never have enough troops. More troops, more fodder to absorb enemy fire and occupy objectives in a game.
Although while it's not that exciting, a new set of brushes isn't a half bad gift if his have been worn down and are getting clumpy.

The Forgeworld brass etch is pretty awesome too, and not that expensive.

Any of the Forgeworld stuff would certainly be fairly unique and memorable compared to just another squad of basic orks in my opinion, and while I can't personally speak to the other products posted the brass etch is something I have found amazing for just making models look a little personal and flavorful.

It occurs to me you may not have a clue what a brass etch actually is. Basically it is a bunch of tiny little thin pieces of metal that go on the sides of vehicles, banners and the like to add extra detail to them and allows you to modify your models and personalize them. Orks, as a race, make everything out of scrap and nothing looks uniform, these help bring that aesthetic to the fore.

Be aware that their prices are in British pounds, and 1 GBP is roughly 1.50 USD and they have something like 15% of the order total as shipping charges. I'd suggest (depending on how serious the relationship is) something like 50 GBP or 70 GBP.

If you have to buy a gift card for someone, you shouldn't be buying anything then. Basically you are doing something because you have to and can't take the effort to do so. The Original Poster is taking an effort to do so. So my suggestion is, ask the boy friend what he would like within a certain amount of money. Just know that $20 will not really buy anything good or of substance for a Games Workshop product. My suggestion, spend the money and get something more Star Wars.

We have been dating 3 years now. That being said I am in grad school and recently lost my job due to layoffs. I can't afford that much right now. My BF would actually be upset with me if I spent that much.

That sounds really good. You can always but a little note on it to remind him how he says "you can never have enough". This will mean to him that you listen to him on what he says on his hobby he likes so much and you show an interest to him.

First, you are awesome for trying to find a gift for him related to this hobby. (My wife is accepting of my interest, and only laughs at me a little bit these days.  )
Yes, more Boyz are always welcome. You can often get them second-hand for as little as $1/model on eBay (typically in lots of 10). The other posters above offered lots of great suggestions. I will add my voice to the crowd of "play a game with him". It might not be your thing, but I think he will appreciate the offer. Another idea: if you are crafty at all, maybe get a blank t-shirt and some fabric paint, and write "Da Red Wunz Go Fasta!" on it. He will love it. Trust us.
