So in the new Deathwatch codex ( The Oathsworn Tithe, p.20), we get told that
Hundreds of Chapters... tithe their warriors to the Deathwatch in times of need, and only one of them has been found wanting, its honour forever tarnished.
As far as I can tell, this never gets expanded on. Is this just an open plot point to let players make up their own story? A opening for a future campaign? A reference to the Grey Knights? One of the chaos legions?

The Space Wolves have friendly relations with many Inquisitors, and they have never had any trouble with Ordo Xenos inquisitors (their trouble was with an Inquisitor of the Ordo Malleus), so why wouldn't they send men to the Deathwatch?

It's not a 'chaos legion' as the Deathwatch post-date the heresy by a millennium or so.
It won't be the Grey Knights as (as noted) they have more important (in their eyes) matters to attend to.
From the description, it's a matter of a chapter who were part of the apocryphon conclave (i.e. signatories to the deathwatch agreement) who for some reason subsequently refused to send marines.
If the chapter was destroyed, or turned renegade, they wouldn't be expecting such (that's what the 'blackshield' concept exists for, anyway).
Every first founding chapter still sends marines, as do most of the second founding ones - frankly most of the chapters in existence.
At the moment, it's just a throwaway line as a future plot hook.

The Chapter itself cannot be a Legion (Deathwatch was created after), Grey Knights (who are exempt from normal Marines) or a First Founder.
I think the best suggestion I've heard here is the Marines Malevolent, because of their habit of team killing. Still, there's nothing concrete on it.

There is definitely a Deathwatch Marine Malevolent in the Xenos Hunters short story collection. Which doesn't mean they failed to meet their obligations before or after that point, but he was there then.
He was a grade A* git, but he was there and a fully-fledged kill team member.
We know the Mantis Warriors were officially denied the right to send marines to the Deathwatch during their penitent crusade, so in theory that might be it. Several marines were posthumously entered into the Deathwatch*, though.
* In Warrior Brood. Which is (a) by C.S.Goto and (b) feth awful, but still a published Black Library novel.

I wouldnt worry about Gotos stuff now, with Relic doing back flipping terminators now.
Not sure if theyre taking the piss or what.

But they aren't a candidate as they are exempt from everything in the Imperium. They have the most important role of any Space Marine in the Imperium, so they wouldn't sign an accord promising their super-secret "I don't really exist" Marines to to a SpecOps Xenos hunter chapter that recruits from every corner in the Imperium. In fact it directly conflicts with their goal, they are specialists in Daemonhunting, learning to fight Xenos is wasted time and while they do kill Xenos its more of "I got nothing better to do" deal.
But yes, the Space Wolves along with all the other first founding chapters and the well known Seconds (Crimson Fists, Black Templars) and many others are all represented. It'll be an obscure chapter that know one has heard of, for making up your own chapter.

As I said earlier, there is no way its the GK.
They have a mission far more important than Xenos, they wouldn't promise their specialists to another specialism, waste of time as the skillset doesn't overlap
The GK are also super secret so they wouldnt send men to a Chapter made from every other Chapter to get knowledge spread over the whole Imperium.
