I thought I'd take a crack at the custom Land Raider problem and see if I can't deal with the annoying problem of varying transport capacity, and possibly add a few extra options along the way.
UPDATE: As requested the hull grav-cannon and the Neutron Beam Laser have been added.
Land Raider (160pts)
BS 4, AV 14-14-14, HP 4
Unit: 1 Land Raider.
Type: Vehicle (Tank, Transport).
Wargear: Searchlight, Smoke Launchers.
Special Rules: Assault Vehicle, Power of the Machine Spirit*
Transport: ** capacity. No fire points, side and front ramp access.
*PotMS for Chaos Land Raiders isn't a typo; lore descriptions of the Dark Mechanicum/forbidden AI tech make it seem more like a Chaos rule than an Imperial rule in the first place and their Land Raiders started out with it anyway (see: 30k rules).
**When purchasing a Land Raider designate it as one of the following:
Transport: Capacity 16 models. A Transport Land Raider must purchase one sponson weapon system and one hull weapon system.
Medium: Capacity 12 models. A Medium Land Raider must purchase one sponson and one hull weapon system.
Heavy: Capacity 6 models. A Heavy Land Raider must purchase one sponson and one hull weapon system. A Heavy Land Raider may purchase a second sponson weapon (which must be available to Transport-weight variants) or a defensive upgrade.
Hull Weapon Systems:
Twin-Linked Heavy Bolter or Twin-Linked Heavy Flamer: +20pts
Twin-Linked Incinerator (GK only): +30pts
Twin-Linked Assault Cannon: +40pts.
Augury Scanner or Twin-Linked Psycannon (GK or Inquisition only): +50pts.
The following systems are available to Medium or Heavy Land Raiders:
Twin-Linked Multi-Melta: +30pts
Flamestorm Cannon or Grav-Cannon and Grav-Amp: +40pts
The following systems are only available to Heavy Land Raiders:
Twin-Linked Lascannon: +40pts.
Helios Launcher* or Plasma Destroyer: +60pts.
Magna-Melta or Avenger Mega-Bolter: +70pts.
Demolisher Cannon, Thunderfire Cannon, Neutron Beam Laser: +80pts. A Land Raider with a Neutron Beam Laser becomes a Relic of the Armoury.
*Treat the Helios Launcher as a two-shot Whirlwind Launcher that may choose to fire Castellan, Vengeance, or Hyperios rounds.
Sponson Weapons:
Two Twin-Linked Heavy Bolters, Two Twin-Linked Heavy Flamers, Two Hurricane Bolters: +30pts.
Two Lascannons: +40pts.
Two Twin-Linked Psycannons (Grey Knights or Inquisition only): +50pts
The following systems are only available to Medium or Heavy Land Raiders:
Twin-Linked Multi-Melta, Flamestorm Cannon: +50pts.
Quad Heavy Bolter, Twin-Linked Lascannon, Laser Destroyer, Twin-Linked Plasma Cannon: +60pts.
Defensive Upgrades:
A Heavy Land Raider may purchase one of the following:
Siege Shield: +20pts. A Land Raider with a Siege Shield doesn't have a forward access point.
Ferromagnetic Invulnerability: +50pts. A Land Raider with Ferromagnetic Invulnerability becomes a Relic of the Armoury*.
*Updated Relic of the Armoury: You may include one model with this rule in your Primary Detachment, you may not include any models with this rule in any secondary detachments. If your Warlord is a Keeper of the Armoury (varies by Codex; Techmarines, the Master of the Forge, Interrogator-Chaplains, and Warpsmiths all qualify. Let me know if I'm missing someone.) his detachment may include any number of models with this rule.
Land Raiders of any type may purchase the following upgrades:
Dirge Caster, Warpflame Gargoyles: +5pts (Chaos only)
Dozer Blade, Extra Armour: +10pts
Up to 2 Hunter-Killer Missiles: +10pts each (Imperium only)
Frag Assault Launchers: +10pts (Transport or Medium-weight only)
One pintle-mounted weapon:
Storm Bolter (Imperium) or Twin-Linked Bolter (Chaos): +5pts
Combi-Weapon: +7pts
Heavy Bolter or Heavy Flamer: +10pts
Havoc Launcher: +12pts (Chaos only)
Multi-Melta: +15pts
Availability:
A Land Raider constructed using these rules may be taken as a Heavy Support choice or in a formation in place of any other sort of Land Raider by the following armies: Chaos Space Marines, Space Marines, Blood Angels, Dark Angels, Space Wolves, Tyrant's Legion. A Land Raider constructed as a Medium or Transport-weight vehicle may be taken in place of any other Land Raider in a Deathwatch, Grey Knights, or Inquisition army.
Some old favourites, using this system:
Land Raider Phobos (classic): Medium-weight, twin-linked heavy bolter hull, twin-linked lascannon sponsons. 240pts.
Land Raider Crusader: Transport-weight, hurricane bolter sponsons, twin-linked assault cannon hull, frag assault launchers. 240pts.
Land Raider Redeemer: Medium-weight, flamestorm cannon sponsons, twin-linked assault cannon hull, frag assault launchers. 260pts.
Land Raider Terminus Ultra: Heavy-weight, TL lascannon and single lascannon sponsons, twin-linked lascannon hull. 300pts.
And some entertaining new variations:
Land Raider Avenger: Heavy-weight, Avenger mega-bolter hull, quad-heavy bolter sponsons, twin heavy bolter sponsons. 320pts for an avalanche of lead (18 twin-linked heavy bolter shots, and seven S7/AP3 shots from the main gun).
Land Raider Vengeance: Heavy-weight, Plasma Destroyer hull, twin-linked plasma cannon sponsons. 280pts. Plasma-explosion-wave of doom.
Land Raider Schizophrenia: Light-weight, heavy flamer hull, single lascannon sponsons, pintle multi-melta, frag assault launchers. 255pts. Is it a tank destroyer? An assault transport? An infantry-suppression tank? Who knows?

It feels like you could cut the medium version and just distribute the upgrades between transport and heavy, but that might mess up some of the classic variants.

I like it!
Not sure how this would affect points but I always felt LRs should have the invincible behemoth rule. While not true super heavies (and thus not all their rules) they shouldn't be one hit killed outside of D weapons either.

I see the extra sponson for the heavy and the different capacity's but i don't understand the deahwatch/grey knigth bit between the med and the transport bit ( sorry own zero IoM books )

It's a convenient shorthand for the bigger gun/smaller transport capacity relationship in existing Land Raiders (most of the ones that exist today carry 10-12, the ones with really big guns (Ares, Helios, Achilles) carry 6, the Crusader carries 16 and has much lighter guns). I defined classes of Land Raider for ease of use, other build-your-own Land Raider rulesets I've seen give a starting capacity of 16 or 20 and make every gun option subtract from it.
The Deathwatch/ GK/Inquisition restriction to transport/medium only is supposed to be a nod to their motor pool's focus on transports and their lack of dedicated battle tanks/artillery vehicles.

Sounds pretty good. The Grav-cannon does really need to be there as it's the only current Land Raider variant your list can't make.
On a side note, I'd probably restrict what sponson/hull weapons the transport version has further. Probably just Heavy Flamers, Heavy bolter, Hurricane Bolters and Assault cannons on the hull.

I agree with this on the restrictions. I really like these rules and maybe I can convince some people to let me play-test them.

I was looking at the Neutron Laser on the tank-destroyer Sicaran/Vindicator as a possibility, the point that gave me pause was making a fourth version with no transport capacity for it. Attaching it to the artillery hull and making it a Relic of the Armoury to reduce spammability could work, between the cost, the feedback rule, and the limitations on use.

I think LR need to be moved up the scale of the game dramatically.
Made into a hybrid super heavy tank and transport. Remove 1 shot potential - Increase firepower - Also an invo save.
