How good is 4 plasma cannons Dev squad with ignore cover ???
Is it still crap, or it become awesome ? Still gets hot, and still scatter but think of that juicy units holding that ruin...

Still not that good. You're only hitting one or two on direct hits, so maximum 8 Ignores Cover Plasma shots. You get hot 2 times every 3 turns, so assuming ALL DIRECT HITS (Not likely, but play with me here) that's 20 Plasma shots over 3 turns, or about 7 per turn. That's... Not bad? But for the points cost, not that scary.

For 10 points more, you could have 2 Grav-Cannons, which is 10 shots per turn, or about 7.5 Grav hits per turn (counting the signum). Plus you can put these fools in a Rhino and not lose any shooting power.

Depends on what they're shooting at, but generally it'd be expensive and fragile. Consider getting a Relic Predator Executioner instead, it's 20pts cheaper than a minimum Devastator squad with four plasma cannons, a 13-11-10 3-HP tank instead of five T4/3+ bodies, only has to make one Gets Hot roll a turn, and you can just spend the 35pts on the Battle of Keylek legacy for Ignores Cover instead of fishing for it with a divination Librarian (only 3 blasts, unfortunately, but it can move and shoot with them without penalty since they're all coming from one gun).

Okay but those grav devastator with 24" range have to move first turn to get in range so they lose 4 shots right ?
Still think about using them in a razorback outflanking thx mate.

As for the relic predator its great but I need to field Dev squad in the Pinion Demi company. (thats why ignore cover and outflank..)

Small blasts are problematic at best. Even adding ignores cover is not going to make PCs good. It helps, obviously, but is still not going to make them worth fielding IMHO.

I think you can get good milage blasting Rhinos and light armor at range that tend to hide behind ruins. Additionally you can also kill bikes well. Devastators have good BS4-5 so your scatter won't be that much.

Plasma Cannons are not good at killing things.
They will keep your opponent from bunching up, and with ignores cover it will keep your opponent from bunching up in cover, but that is about it.

They are going to do sort of ok in a casual environment, but in general they are just going to be underwhelming due to being small blasts.

For a casual game? Give it a try. It may be fun.

My friend slapped them into a fortress of Redemption and made my life pretty miserable a few times. He added a Landspeeder Storm to nerf my deep Strikes near it and hid that behind it. pretty effective.

A bastion could also work.

Outflanking them in a Razorback is a terrible idea since they're not going to be able to shoot the turn they come in since they're heavy weapons and devs aren't relentless (or SnP without a cata captain who can't fit in the razor).

The aforementioned cataphracti captain (who you have to take in the demi company) simply joins the grav devs and now they can move and shoot to their hearts content, even coming down in a drop pod first turn and still spewing out 5 shots per cannon at 24" while having a 2+/4++ chump to eat wounds for them.

Plasma cannons are literally the worst possible weapon combination - small blast and gets hot. About the only thing I can think of that is worse is ork shooting, but at least their kustom megacannons or whatever they are have 3 point grots to palm off gets hot wounds to, unlike the 29 point marines who just fall over dead 1/18th of the time.

Add the new Haemotrope Reactors to those Plasma Cannons and that changes the equation...
