Apparently Juves become Champions after a certain number of advances and specialists can be upgraded into Champions using an upgrade (presumably purchased with XP)

You're complaining about something you have no idea
about the implementation of. There isn't much discussion to be had.
We know there will be rules for every Necromunda model, covering approximately 99.999% of real world cases.
Will they cover things like a Goliath with a Boltgun (like my lovely conversation sitting here)? I don't know, you don't know. Let's wait and see.

I'm discussing the transcript Galas helpfully linked, which had this to say:
LEGACY RULES:
PDF on the web site, live on the game release date, for orlock, van sar, etc.. but only for the weapons the original metal models got. So don’t get too hyped.
Once this is absolutely confirmed by the legacy rules PDF, I'll happily discuss the legacy rules PDF. Until then, I'm talking about the information we do have.

What if they don't have the old weapons either? Want a lascannon? Better play Delaque. Plasma cannon? Van Saar? Escher? And so forth.
GW is from all we've seen (the trade chart posted earlier and the transcript that may or may not be entirely accurate) curtailing an established game world not because it's good for the game or right by the background but because of some bogus business strategy that has them write rules only for the exact models they produce. This in itself wouldn't be too bad if it wasn't for the part were Necromunda is an existing game with existing game mechanics to measure the new release against. We know what we could do in the past. We are now getting a glimpse of what we can do in the future. And what I see in that comparison is a needlessly restricted game that does not live up to the potential of the original.
Can this change as we get more information? Sure. My opinion is not set in stone. If it turns out better than expected, great. But I'll be asked tomorrow if I want to pre-order the game from my local store and this is the information GW has released so far and wants its customers to know and base their purchase on. One would think that if GW intended to offer sweeping support to all the things that were possible with the old game, they'd advertise this fact. Instead we have a transcript from an interview (again, that I have not seen and that may not be accurate - can't judge that aside from trusting information from War of Sigmar in general) that specifically dampens expectations.

Sure, maybe they'll be restricted to the gangs that have them. Maybe they won't.
Complaining now that they won't is just complaining for complainings sake.
I've got all sorts of hunting rifles and heavy flamers on my Goliaths. I'm 100% sure they won't be in the new rules. I made them, GW is under no obligation to make sure all the things I built are playable in the new rules.
They had no obligation to even ensure the 20 year old models were compatible and I'm glad they have done.
As for the conspiracy theory regarding the other items becoming available.
1. We already have more thematic options than before, even if they were to leave it as the lists in gang war
2. If you're determined to not believe it when they give interviews about future releases and weapon options and mope around like Eyore until things are released then fair enough, go ahead.

funny to see the same characters always defending GW no matter what. That the rules for other weapons than those included on the sprues is a huge negative for pretty much every necromunda players, and no amount of white knighting will change that.
But big thumbs up for the upcoming GSC and CC.

Necromunda is handled by the Specialist Games team, so it's Forge World. And the snail's pace apparently set for Necromunda is one team per quarter.

Yeah, this is the first thing I've seen about the new release that is really frustrating to me. It sounds like we will still be getting all the rules for the classic weapons (heavy stubbers, chainswords,etc.), but I'd wish they were included in the book rather than in a separate PDF. It's not a huge deal, but I'd like them to all be in one place.
Well and the release rate is a bit frustrating, but that is something I understand given the size of and the resources allocated to the SG division.

I think after this amount of time, you should probably expect the new version of the game to have different rules than the old version, and that model specifically converted for a game released 20 odd years ago might not be usable in the new version of the game.

But that's misrepresenting what the actual situation is.
Is it a minor inconvenience that rules are only coming out when GW are ready? Sure. But I can see why they have done it.
People are talking like they intend to completely strip any option to customize anything. As if they are some evil empire determined to stop anyone converting anything ever, which is nonsense.
Support class: doc, ratling cook, ….(4 planned)
FW upgrade are already on the way to new weapons, iconic item …
House weapons blitzer will be made with rules to them !
They want to make rules for everything possible to allow kitbashing a goliath with a driller !
Champions are the new heavy !
Genestealer and Chaos Cults will get rules down the line. Maybe quite early via online or WD!!
All the Genestealer Cult weapons are usable by all other gangs too, so have fun kit-bashing stuff!

So. I am deliriously happy about Nucromunda. I am pre-ordering the whole she-bang. No question.
But I am so confused as to the rules release. It seems like the rulebook packaged in Underhive is required to play - i.e., the core rules are actually not printed in Gang War.
This is a purely hypothetical problem for me, as I am defintely buying Underhive. But a 125 USD threshold just to get the core rules? And then you also need to buy Gang War if you want to play actual (i.e., 3D) Necromunda?

Well, presuming a gang weapon blister doesn't have a PDF of rules.
The degree of annoyance is up to you, but as I said, I can understand why rules come with product.
What I don't think is a fair criticism is to say they are stripping options away - it's untrue and given how enthusiastic the team seems to be about Necromunda I think it's massively unfair.
They will come, have patience.

I've seen this question on several FB groups and forums I'm on. Yes, it would have been nicer to see the whole set of rules in a single book. I think Forge World divided the rules this way in order to use Zone Mortalis as their entry point to Necromunda. Buy the game and play Zone Mortalis. Buy the expansion book and play Necromunda which uses the new Zone Mortalis rules as core rules.

No doubt because they wanted a more friendly price point than games like Calth/Prospero/Deathwatch Overkill, and more like bloodbowl
the more they stick in the box the more it costs
if they'd put the full 3d rule set in it wouldn't just have meant a bigger book but a lot more terrain too so you could play 3D out of the box

I'm not as concerned with the lack of 3D rules in the starter kit as I am with a lack of core rules outside the starter kit.

I genuinely don’t get the complaints.
Necromunda isn’t a competitive game. It’s not a game meant for random pick ups. It’s a campaign game that’s designed to be played by a bunch of mates or people at a club ...
... so why are people so concerned that there may not be official rules for a mini they already own?
