Why it matters: The draft legislation is stunning. The bill essentially provides Trump a license to raise U.S. tariffs at will, without congressional consent and international rules be damned.

The details: The bill, titled the "United States Fair and Reciprocal Tariff Act," would give Trump unilateral power to ignore the two most basic principles of the WTO and negotiate one-on-one with any country:
The "Most Favored Nation" (MFN) principle that countries can't set different tariff rates for different countries outside of free trade agreements;
"Bound tariff rates" — the tariff ceilings that each WTO country has already agreed to in previous negotiations.
"It would be the equivalent of walking away from the WTO and our commitments there without us actually notifying our withdrawal," said a source familiar with the bill.
"The good news is Congress would never give this authority to the president," the source added, describing the bill as "insane."
"It's not implementable at the border," given it would create potentially tens of thousands of new tariff rates on products. "And it would completely remove us from the set of global trade rules."
Behind the scenes: Trump was briefed on this draft in late May, according to sources familiar with the situation. Most officials involved in the bill's drafting — with the notable exception of hardline trade adviser Peter Navarro — think the bill is unrealistic or unworkable. USTR, Commerce and the White House are involved.
In a White House meeting to discuss the bill earlier this year, Legislative Affairs Director Marc Short bluntly told Navarro the bill was "dead on arrival" and would receive zero support on Capitol Hill, according to sources familiar with the exchange.
Navarro replied to Short that he thought the bill would get plenty of support, particularly from Democrats, but Short told Navarro he didn't think Democrats were in much of a mood to hand over moreauthority to Trump.
White House response: Spokeswoman Lindsay Walters said, "It is no secret that POTUS has had frustrations with the unfair imbalance of tariffs that put the U.S. at a disadvantage. He has asked his team to develop ideas to remedy this situation and create incentives for countries to lower their tariffs. The current system gives the U.S. no leverage and other countries no incentive."
But Walters signaled that we shouldn't take this bill as anything like a done deal. "The only way this would be news is if this were actual legislation that the administration was preparing to rollout, but it’s not," she said. "Principals have not even met to review any text of legislation on reciprocal trade."
Between the lines: Note the specificity of Walters' quote above. Trump directly requested this legislation and was verbally briefed on it in May. But he hasn't met with the principals to review the text.
Be smart: Congress is already concerned with how Trump has been using his trade authorities — just look at recent efforts by Republican Sens. Bob Corker and Pat Toomey and Democratic Sen. Michael Bennet to roll back the president's steel and aluminum tariffs.
The bottom line: As a smart trade watcher told me: "The Trump administration should be more worried about not having their current authority restricted rather than expanding authority as this bill would do."

You know, normally people think about legislative acronyms quite a bit, it's clear in this case, such due diligence was not executed, normally anything that would be called the FART act wouldn't make it through a basic legislative review.
But, ok, they didn't do that (as is tradition with this administration and its best people). So let's talk about how Trump's FART act is going to play with the public and media. How is Trump's FART act going to play with the big business Republican political donor class?
Also, as noted, when did the GOP suddenly become interested in joining Rage Against The Machine to tear down the WTO...?

2 federal judges seen as Trump's leading contenders for Supreme Court:
President Trump says he will begin interviewing potential Supreme Court justices Monday and that he intends to officially nominate his candidate to the nation's highest court in just one week.
If this timeline plays out, Mr. Trump will have named his nominee ahead of Justice Anthony Kennedy's retirement, which goes into effect July 31. Kennedy announced his retirement last Wednesday.
CBS News has learned that D.C. Circuit Court Judge Brett Kavanaugh and Chicago Circuit Court Judge Amy Coney Barrett are currently Mr. Trump's leading contenders for the appointment to the nation's highest court.
Kavanaugh and Barrett both appear on Mr. Trump's list of 25 possible nominees and he's said he plans to interview about half a dozen potential candidates before announcing his selection.
Sen. Susan Collins, a moderate Republican from Maine, said that Mr. Trump told her during a private meeting that he would not question his potential nominees about Roe v. Wade, the landmark decision establishing abortion as a right for women.
The expected addition of another conservative justice to the Supreme Court has stirred speculation that the case could be overturned.
Collins and Sen. Lisa Murkowski, R-Alaska, are the only GOP senators who support abortion rights and they have expressed concern about the possibility of Roe being overturned. This puts Collins and Murkowski in the spotlight: their votes to confirm Mr. Trump's nominee may be crucial in the Senate.
Collins said she believes Roe v. Wade to be "settled law" and "precedent," and said she looks "for judges who respect precedent."
Recently, Mr. Trump said that he "probably" will not ask his potential nominees about Roe v. Wade, although in an October 2016 debate, just ahead of his election to the presidency, Mr. Trump said that he thought Roe v. Wade would overturn "automatically" if he were able to appoint multiple justices to the bench.
Over the weekend, Mr. Trump was in Bedminster, New Jersey. Although the president hinted last week that he might meet with potential nominees there, CBS News has confirmed that no candidates were present on the weekend trip.
The White House said that Mr. Trump has been discussing the Supreme Court vacancy with White House Counsel Don McGahn.
I'm down with either.
Although, Amy Barrett will be a tougher sell.

Not as much as you might think - look up Special Homicide Investigation Team - which has happened several times, or the Seattle Lake Union Transit (though, with Seattle, you never know - it could just be that somebody thought it was funny. Seattle is weird!)
I used the former, sort of, in my super hero police game - Super Human Incident Team - which was caught before the stationary was printed, and changed to Super Human Incident Field Team, allowing me to use season titles like Night SHIFT, Graveyard SHIFT, etc. - I could have my cake and eat it too!  ) Old timers in the squad still joke about it.

After a nice big picture, we get a quote from Snopes.com (which apparently have put aside their clear Leftist Liberal Lying bias for once).

We then get some more text and a congratulations (please notice the bolded part).

I certainly can't see Kavanaugh sitting on the court in the modern political climate with his roles in W's reelection and on Starrs team.
I'm pretty sure Amy Barrett had like 60 votes for her Appellate position. This is where Diane Feinstein made that ridiculous comment that her dogma lives loudly within you...

It's a bit weird, but technically the House and Senate members can't violate the Hatch act. But Trump having a government employee (since he does not always tweet himself) go after them violates Hatch. If he himself posted it, might fly, but having a glorified secretary do it however...
For those of you who want to know about how hard core they can be about Hatch, one of my colleagues had gotten a campaign ad in the mail, and it was visible on her desk, and they nailed her for that.
