So, Arcane Legions is a defunct 1:72 fantasy wargame about the Roman Civil War between Augustus and Anthony/Cleopatra, with magic and mythical creatures, and also the Han Dynasty marches into the Middle East with Japanese allies. These are the sets I have to work with, in multiples:

Note that infantry have a footprint of 16-17mm and both cavalry and large infantry both 16-17x34, unless noted above.
Obviously all the Romans except the power armored large infantry and bear riders can go into a Roman army, at a ratio of 1 Archer regiment for every 3 in the battle line.
Mongols are another strong historical army, though they'd need filling out with specialists and more horse archers by Caesar Miniatures or another 1:72 manufacturer. What sort of ratios do competitive lists run?
I'm thinking the Chinese should be a Kingdoms of Man list rather than historical so they can take stone lions and Buddhist monks as Forces of Nature allies? (Earth Element hordes and their Surge druid) FoN hordes could also unlock Unicorns (Kirin). Actually if I find 3x Chinese Beast of Nature to buy, I could come up with enough for a Chinese FoN list taking the ghosts as Wraith allies...
The mummies, large undead, and werewolves could be part of an Undead list as Revenants (both two-handed spear and sword/shield versions), Zombie Trolls, and Werewolves. The same wolves could also be in a Herd list with the Minotaurs, Centaur Archers and stuff.
Ideas, guys?

You could run the Han Chinese as the historical Chinese from KoW: Historical with some units and/or heroes from the Mythological section of the same book.
If you are looking for more Asian creatures to add to the proposed Chinese FoN list, take a look at Zenit miniatures Kensei line. They are from Japanese folklore not Chinese, but that's closer than using Western European creatures in the role.
For example, the Sessho seki would make a fine Greater Earth Elemental.

Your Japanese "driders" might be Jorōgumo. More appropriate for Forces of the Abyss or Nightstalkers.
"Woman who's a serpent below the waist" Probably a naga, from India. I bought one to use as a Large Cavalry hero for my Abyssal Dwarf army.
Strangely enough, the Romans could also be Varangur (the not-Chaos Warrior army). Varangur have heavy infantry, some light infantry, Heavy Cavalry, and Direfang Riders (supposed to be giant wolves but you have bears). The Magus Conclave is comprised of three casters, so the fireball priestesses have a role.
The Egyptian undead can always be used in the Empire of Dust.
As you have so many supernatural creatures you could throw them all into a Nightstalkers army, if you don't mind the aesthetic clash.

Yeah, you're right that the Chinese infantry and cavalry could be another Historical list. Also good call on the Nightstalkers army: I kind of mind the aesthetic clash, but I could try dividing them into 3 groups that could be allied in or combined into their own army.
So using 6x2 infantry and 1x6-7 cavalry for troops, the humans could break down like this:
ROMANS
8 infantry sets can make 7 Skirmisher troops (going MMC because the pilum-tossing pose has an extra-long base): 560 points
4 Heavy Warrior hordes in testudo formation: 245 * 4 = 980 points
+ 80 armored archers, which could make 2 hordes of Archers @ 40 models instead of 48 for 330 points
Adding 2 cavalry sets gets enough horsemen for a regiment + troop: 265 points
They also made Roman steam war engines in packs of 2: 180 points
That's already over 2250 without heroes or monsters. :O
As you said, Roman units could also Count As Varangrrr units, supporting a core of Fallen hordes (6 powered armor Romans = 1 large infantry regiment, so we're looking at several hordes) and 1 Direfang Rider horde (8 bear cavalry). That's already ~1210 points (in dire need of chaff).
Next I'll figure out Undead/Empire of Dust...

I have some lists Azazel wrote up for me years ago. I'll try to get them from email later tonight on my home computer.
Also, if you cut the tabs off of the bottoms of the infantry, their round bases fit in Mantic bases' round holes, so you can base them as if each was one Mantic mini.

OK, so 8 infantry boxes = 120 un-bandaged mummies, enough for 3 Revenant hordes (or 5 regiments with denser model count).
Then the Egyptian boosters include 6 large undead (could be Zombie Trolls at double model count), Anubis guards, 3 types of priestess and an undead pharaoh. Pharaoh is obvious, and either priestesses of Osiris or Isis would Count As Empire of Dust Cursed High Priests or Undead Necromancer, but what about the other ones and Anubis guard?
Though it's less thematic than EoD, the big advantage of running these models as Undead is that the Roman booster with werewolves could be recruited as Werewolf hordes, providing a cavalry hammer.

If the Anubis guard are large enough, they can be Enslaved Guardians. Depending on their size, a single criosphinx might work as a Reanimated Behemoth. The "5x lionesses with snake neck/head" could sub for scorpion husks. Supposedly Revenant Tomb Riders are very effective, but nothing in your list suggests a good "counts as."

optional - run them as Ogres with 2-h weapons for -1 Def but an additional point of crushing strength.
My recommendation - try them both ways and see how they "feel" and what you prefer.
#You have 4 Solid Units now (the Regiments - 20men) - this allows you to have 4 characters and 4 war machines. The missile troops aren't great in this edition of KoW, but they're better (right now) as troops in many ways since Regiments get the same number of sttacks.
Having said that, I've consolidated the 2 units of Archers into one larger unit which is slightly more survivable - and which gives you an additional solid unit - allowing a second Dragon since you said you'd like to take *at least* one Dragon.
To bump up your solid unit numbers for more characters I'd recommend another 5 knights/Heavy Horsemen to bump that to a regiment, probably the same for the mounted sergeants and another 10 dismounted samaurai to get your shieldwall to a regiment.

Taken from the Chaos Dwarf list but just dropping them in here. Large infantry so it's legal, and just use the undead Evil Dead army special rule with them because Shut Up.
They are Shambling like most of the rest of the undead list anyway, so can be Dark Surged (legally) according to RAW.
If you get another 3, run them as a Regiment (6) for 160pts, or as a second troop as above.
Heroes:
Necromancer 110pts
Necromancer 110 + 15 + 10 = 135pts

Talisman of Inspiration (grants Inspiring)
Undead Army Standard Bearer 25 + 5 = 30pts

Blade of Slashing: +1 attack.
Skeletons aren't great, but they're scary and fantastical. Horde-sized units double the attacks from 10 to 20, are pretty tough, can tie the enemy up and have a nice psychological impact
Both Mummy units are equally hard-hitting, but the larger one has a ton of Nerve, and so is scary as hell since it can dish it out and take it.
You need Necromancers/models with Dark Surge to keep your army moving, since barely any of them can move At The Double (March Move). DS can also be used for some nasty surprises since you can use it to charge into combat, and even have multiple casters cast it on the same unit. Undead heroes are also really very pricey. I gave you a Cursed Pharaoh since your force is Mummy-heavy and so it fits thematically, and as a bonus, he has a nie synergy with them rules-wise.
Army standard should be easy-ish to modify. Replace a spear or sword, etc with some brass rod and stick an appropriate looking thing on top for an inspiring standard/flag/whatever.
That's all I could find for now.
