Growing up around the oil field, I can confirm that this is almost certainly a pumpjack.

My immediate thought too. It looks like a further Sector Mechanicus add-on. The style matches IMO.

I think the bigger question is whether it is a standalone terrain piece, or faction specific like the fragdrill. I could see it being used by Ad Mech or AM, perhaps giving buffs to vehicles or something, but it is a bit more tangential than mechanic shops and the fragdrill.

The edge highlighting and wash around the rivets suggest it's pretty small. Too small to be the rotating part of an oil pump.
I still think it looks like terrain, but probably a small detail piece rather than a main component.

Not the right motif for KO or AoS, in my opinion.

I'm tentatively speculating that GW is going back and doing some faction specific terrain bits for the early released armies(Marines, GK, CSM, AM, Guard) and potentially even revamping their books as part of Vigilus now that the GSC are done.
