It looks like a cable attachment on the bottom of it, right where the rumour engine display is.

Having been painting marine cable hookups on Tor Fisto I'm going to be inclined toward it being Imperial despite my want for something besides that.

It would likely be AdMech, not Inquisitorial.

A big plot thread that we got out of Vigilus and Forgebane is that Cawl has had Explorator groups looking for Blackstone deposits. We don't know why he wants all that sweet, sweet Blackstone--but he was fascinated by the Pylons so I wouldn't be shocked if that had something to do with it.
And on another note, we also have Stygies VIII trying to hoard the stuff themselves for the reason of "it's xenotech, we wants it!".

Would be cool if this was the Stygian equivalent to Cawl, a mad Techpriest who carries around a bit of Blackstone to screw with Psykers.

Looks like it could be somthing Necron with the crescent markings on the "stone". And possibly related one of Kirioth's recent vidshttps://www.youtube.com/watch?v=GuMUAoQF6ZI (about the 6.07 mark)mentions a rumoured new model for Illuminor Szeras.

The symbols made me think of necrons, but the rock with weathering and damage really doesn't. Anything living metal shouldn't have that sort of distressed effect.

No, the video shows the legs and they don't match. Either it's an alternative part (it is meant to have three different builds) or there is going to be another model with similar details (maybe drop troops to drop out of it?).
