People get ork from that? First thing I thought of was Gene Stealer Cult. They also tidy their cables that way and have little mining lamps on their packs and plenty of their stuff has mild damage on it. That image looks way too much like repurposed existing gear then it looks like it was cobbled together IE orkish.
It's orky, but likely it will be something amazing like a 75pt terrain piece that lets you increase the range of models with KFF to 18" of they stand by it and do nothing the whole turn instead of something useful like a ghaz/generic primork killy beatstick HQ kit

I can see no examples in any GSC models of them tidying their cables in this way. Nor can I see any lamps that look the same as the one here.
Also there's no rumours of any new GSC model and GSC have recently had a massive release.
Unlikely, I think.

GSC have multiple models with rags tying off hydraulic lines etc. I am not ruling out an Ork model, and I would like it to be Gaz, and I also think it's a fair shot at being that. I am just saying it definitely isn't a sure thing. I could easily see a heavy excavation suit or power lifter for GSC, that line still isn't very fleshed out beyond having a dozen guardsmen level characters.
Edit: I mean it could also be necromunda related. Or BSF.

Spoiler:
The neat hazard stripe also looks much more Imperial than anything Ork...
That.....isn't an example of them tidying their cables in the same way. I'm not talking about the wraps (that are very similar to Orks'), I'm discussing the fabric cable tidy that seems uniquely Orkish.
The neat hazard stripe is exactly as the SAG Mek model.
Spoiler:
E - to be clear, it's this bit in particular that seems uniquely Orkish in design;
The acolyte holding the blast charges and detonator has the same hazard stripe around his collar, and I don't really see any similarity in the way the cables are tied off. It could honestly be any 40k army.
