Much to my annoyance as I've only found out about it now.
With that in mind, what does Dakka recommend as a substitute? I'm talking the basic stuff. Not the longer tufts, which is the only thing GW sell.

Your local Hobby store? Non-GW. I'm not sure where in the US you are, but I've seen Hobby-Lobbies, Michael's & Joann's stores in TX and TN, so I'd imagine at least one of those is near you. Static grass is a pretty standard thing for model train tables. You should have no trouble finding an alternative

Static grass seems to be pretty standard stuff. I've never used any brand that struck me as better or superior to another.
These days I use 4Ground because their static grass comes in tubs, which I prefer over bags, and they have much variety on offer, from frozen to juicy and green. Sample below.

I question why you've bought static grass from GW but nevertheless, there are loads of places that do great static grasses and a range of sizes.

Side note, does anyone actually use the "static" part of the grass to apply it to your minis? I've seen videos of people gluing small clumps to metal trays and "electrifying" the trays so that the grass stands up. Then once the glue dries, they peel the grass clumps off the tray and glue them to the models base. That seems both cool and excessive. Personally, I just glue it to the base, turn the model upside down and "flick" the bottom of the base to knock off excess grass and make the glued grass "stand up" -

Um, because GW was the only one within reach and it was the one I had used for decades? Despite what my flag says I'm not in the US. We've only had an FLGS in the city for 5 years this week and they didn't stock basing material and if you asked guess which ones they deviated to? Look, I use bird sand, I buy my GS from Greenstuffworld, I use Gorilla glue- no need to veer into the "look at this schmuck still buying GW products!" when it is something I have used for that damned long I know that I like it and know what I'm getting. It's Chestnut Ink all over again with now a mad scramble to find a suitable replacement, though with this I expect it to be easier. I've been told to look at Army Painter, but I've been burnt by their inks being a bit rubbish for me- anyone have any experience with them?

If you have a shop which sells model railway stuff then that might be a good bet for static grass.

find a model train shop, they have tons of static grass products. (cuz they need tons of it to cover their huge train tables)
if you cant find one, search for webshops that sells products from army painter or gale force 9.

Woodland Scenics - you can buy it in large 8-10 oz. shaker bottles.

I would have thought your bog standard Hobbycraft shop sells stuff like this - I know my local one has a model railway section with flock and the like stocked.

I agree that model railroad companies are a great source of terrain material as the scales are comparable and there's a lot of competition for quality and value.
Woodland scenics has this... rather bizarre static eleftric salt-shaker system for applying their static grass standing up.
I don't use static grass myself but I do use Woodland Scenics for clump foliage and water effects and I'm always happy with the results - though due to the differences between how one handles war gaming minis vs model train sets I'd suggest staying away from any of their 'natural products' as they are real vegetable matter and I've seen some varnished light their lichen on fire.

Static applicators are indeed great.
If you look at Luke Towan's youtube channel, you'll see what kind of results you can get when you know how to apply the grass properly.
I actually don't think all static grasses are equal. The GW one is pretty good if you apply it without an applicator, it doesn't get too flat or patchy.

Yep, the actual name says it all - the thin grass particles were indeed intended to be applied with the electro-wizardry that makes them stand as normal grass. Hence..."static" grass.
