No? The point of CA19 is to summarise and collate all the points costs from the previous year and to apply balance changes. Why would a book released in December of 2019 have points for a book released in March of 2020? Now, if they left it out of CA20 and had to errata it in (as I suspect they will have to do for SW stuff for a 4th year running), then I feel I could rightly criticise that.
there's two solutions the first assumes we're getting a new big mek with a KFF mini, in which case it had been produced already and the ORIGINAL plan was for it to be released late last year (perhaps as a suprise kill team release) the second is they included a unit that didn't exist as a mistake and decided "feth it! we're gonna MAKE it exist"
eaither way I'd say it's a good thing

Like Chooser of the Slain in the old Codex, whoever is writing Space Wolves rules at GW seems to forget allies exist.
As of the current wording, I wouldn't be surprised if people take a tiny Space Wolves detachment with a Morkai-Bullets Wolf Lord or something to give re-roll wounds of 1 to an AdMech or Astra Miltiarum or Sisters or Knight army or something.

Well, one wound roll when you make a (one) attack. You roll a second attack, you can again re-roll one wound roll of 1. Similar wording to the new Chapter Master, etc.. when you make an attack, you can re-roll the (one) hit roll. E.g. everything recently worded without fast dice.
But yeah, I expect a quick FAQ.

so the MKountain Breaker helmet is AWESOME, a helm specially designed... to head butt. LOL love it!
and Ragnar is 120 points, which is IMHO pretty good for what he brings to the table although not so good he makes a standard Primaris wolf lord instantly obselete.

Orkimatik Pistons: +3 to move and can reroll advances
Defkilla wartrike charge after advance aura
Gives you
13 inch move
1+1d6 rerollable advance
Rerollable charge
For a total threat range of 33 inches

Space Wolves got a couple of neat things but are still behind the Vanilla codex. So about what I expected. Orks have a worse Kulture creator, also as expected. I like the Battlewagon Kustom Job though as that's great for a bunch of Flash Gitz on board.
The Battlewagon was the 20 cap Transport, right?

Seems like the new rules are pretty lacklustre overall, and some of the new Ork stuff comes with an 80 point terrain tax added on (can't wait for the Knight book to require a Sacristan Forgeshrine before you can access their new rules).

Yeah. The most useful stuff by far is Space Wolves getting Doctrines, the standard Chaplain Litanies and a few generic Marine strats like Transhuman Physiology, which they literally could've done in September with a small note saying ... DA/BA/Wolves/Deathwatch, etc.. just get these, similar to how they did it for FW entries.

Their special Bolt Ammo thing might be of use, depending on if the rerolls apply to just Space Wolves or anything in your army.

This is a lot of salt - but the fact Ragnar is 120 points, while Ghaz is 285, sort of sums up the problems with current 40k's design choices.
Kustom Jobs seem good and probably mandatory if you are taking vehicles. The fact you can take them all is nice - the fact you probably will see the same on every vehicle on every table less so.
I don't know - I just come away from this (and PA in general) thinking the writers had no over all design philosophy for the game and no idea that abilities/stratagems/subkultures etc should vaguely be balanced against each other. Instead its just "here's a pile of random stuff, some good, some bad, we don't know, if its too good we'll nerf it later I guess, if its crap, who cares?"

Probably.
But Ghaz only 5 points more than the Yncarne is pretty insane for all the rules and goodness he gets.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe. |

The linked article appears to think they are much betetr than that.
The question on the tip of every Space Wolves player’s tongue will be “Do these make the faction good?” and the answer is, “yes, but not like, Iron Hands good.” Which, depending on what you were hoping for, may be a disappointment. But overall, these changes combine to bring Space Wolves into the modern era and turn them into an army that appears to be competitive while not being dominant.
time will tell.
They also are running counter to the Ragnars awful theme:
Ragnar is a melee monster, and his new Primaris stature means that he also has access to Gene-Wrought Might. It’s not without downsides, though: Ragnar can no longer travel in standard transports, meaning that if you want him to keep up with your other melee units, you’ll need to put him in an Impulsor (you could also outflank him using the Cunning of the Wolf Stratagem, but this is probably a worse play most of the time). Fortunately, this meshes just fine with what a lot of Space Wolves armies were already doing and he’ll work very well with units of Veteran Intercessors. With his new statline and some of the other possible buffs out there, Ragnar’s got a very strong claim on being the strongest melee INFANTRY character in 40k.

You would hope they would - also sounds like they need one for the Morkai’s Teeth Bolts to stop IG artillery and the like getting the re-rolls
