If they're smart, they'll use this to encourage the use of some of the more costly HQ options and special characters. That will let you offset the lower amount of HQ slots available now, but only for more expensive HQs, so it'll still prevent HQ spam.
Let each faction's most expensive generic HQ type be a Supreme commander, and special character variants of them, and other HQs over like 200pts.

Technically they already can. The eight is nominally a SC detachment but ALREADY breaks the rules for the detachment (number of commanders, number of relics, etc) in 8th edition. So I see no reason it wouldn't ignore that restriction in 9th.
I suspect supreme commander would be very likely to go on 'faction bosses' who have a subfaction.
Abaddon is normally only useable in a BLACK LEGION force, or Ghazgkhull in a GOFF one, but both kind of play the role of 'effective faction leader'. Supreme Command lets you (for example) take a WORLD EATERS force and still have Lord Topknot in command.
The Eight is a single Lord of War that has an additional CP cost applied to it (and precludes the use of specific strats from being used for the rest of the game). From a rules perspective, it's one unit that becomes separate models after deployment.
It never fit into a Supreme Command Detachment in 8th.

They have been advancing the lore since the end of 7th with the return of Roboat. 8th was nothing but advancing the lore. So much so that they had to make a whole new galactic map.
These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.
The last thing 40k needs is more super-heavies in 2000 point games, especially not super-heavy named characters. The game needs less skew, not more. And less special characters dying every battle, not more.
For me Special Characters should be absolute beasts that you need permission to use (ala second edition) or not represented on the table at all. It's fine having them in the lore yet at the same time model company Games Workshop is not going to stop selling those pretty display pieces that they invested all that tech in and that's understandable.
I reckon its gonna be characters who are the undisputed leaders of their faction, or characters that if they showed up for a battle, would automatically be deferred to for command.

Dante is a clear choice. Chapter Master of the Blood Angels, Warden of the Imperium Nihlus, and long overdue for a new mini... I have a feeling something good is coming

Agreed. I greatly preferred 40k as a setting instead of an ongoing story with a few very important people.

While he might not be the undisputed leader, he has been shown to be able to bang enough heads together to get a mixed bag of factions together for a Black Crusade. I think that earns him the right for the title.
Heck, nothing is undisputed in the forces of Chaos.

While I'd guess you're right, why would you want to do that? Abaddon's best buff only applies to Black Legion units, same for Gulliman, his rerolls apply to Ultramarines. It just seems like a bonus HQ slot for any subfaction that gw happens to have produced a model for that fits the definition of "Supreme Commander". Not sure how Shadowsun and Cawl work with various Tau and Mechanicus subfactions.

Plus, right now(as far as I can tell it hasn't been FAQ'd) taking Abaddon nets you +2CPs if he's your Warlord...plus a reroll Failed Morale Tests for Heretic Astartes units within range of his Mark of Chaos Ascendant stuff.
Shadowsun can use her Command Link Drone to buff a Tau Empire unit rather than <Sept>, also any Sept's Stealth Suits can do the bodyguard schtick for her. Her Advanced Guardian Drone targets Tau Empire rather than <Sept> as well for its shieldy thing.
Cawl has a passive bit that makes it so you can add or subtract to rolls for your Canticles(meaning that you can potentially use the same Canticle multiple times with ease, rather than one+done like picking does) and can repair any Imperium or Adeptus Mechanicus stuff. His "Lord of Mars" only applies to <Forge World= Mars> stuff obviously.

That would be pretty cool - some kind of "Warmaster" Chapter Master equivalent stratagem (Abaddon is far from the only Warmaster after all) to unlock the SC could be neat.

Well, there's lots of stuff that needs to be FAQed
Just having Red Corsairs still bumps up command benefits too, for example, so a Red Corsairs add-onBattalion is free, even if your Warlord isn't in it, or let's you start at 15 CP, if you're army is a single Red Corsair Battalion with 3 CSM units

Of course the rules will change. And I already agreed with you that's how the Supreme Commander keyword will probably work. It'll be for big named characters. But if they do make them work with all subfactions, won't that be boring? Everyone bringing the same HQs? Every tau list: Shadowsun. Every csm list: Abaddon. It'll be like the start of 8th with every loyalist list bringing Gulliman, only it'll be everybody.

I will not rest until the Tabletop Imperial Guard has been reduced to complete mediocrity. This is completely reflected in the lore.
