Nah, its a corrupted Titan. We're all Titanicus players here and the Eldar teases shown so far are obviously 10mm, and GW is clearly gearing up for Epic'2022.

Besides who plays 40K these days?

I can't find where this is actually true. It feels like it would be true so it has that truthiness quality, but when I look at the GW website and search for Lieutenant I get four primaris lieutenants. Then I look at Xenos armies and see more characters than that in all but one of them. Harlequins only have 2 characters. Everyone else has at least 5.

Several were exclusive to boxed sets, anniversary editions, two phobos lieutenants, and various chapters have ones that don't show up in the general space marine category.
If you go through the top 20 list there are seriously 12 real ones (not including the dead one). Then Indomitus makes for 13.

Dark eldar get all of 3 optionless characters. GSC and Necrons have a lot of elite slot characters, but still. Its an absurdity.

Primaris lieutenants are a meme, but compare them to SM captains. They even have a 4 pack in the form of the first Masters of the Chapter set.

Comparing Dark Eldar characters to anything is also not fair. There are more Death Korps of Kreig commissar or different marneus calgar models than named drukhari character models
