Add the following to the end of this Warlord Trait:
‘The limit of gaining or refunding 1 Command point per battle
round does not apply to any Command points gained via this
Warlord Trait.’
This makes me very happy.

Don't play 40K beyond open-play but I do enjoy reading and filing the updates for the Harlequins nonetheless.
I suppose it will be 2022 before we get the new codex.

Some of the Genestealer Cults list has moved points from weapons to models quite wildly for no other reason than to make it a pain in the ass to work with, as far as I can see.
Aberrant have had a slight points drop with that in mind, but not enough to fix them.
Assuming Ridge Runners now include the base weapons inside their points cost then they've had a slight nerf, but they were pretty cheap so no big deal. If it isn't and they're just absent they've been nerfed into the ground.
This is not very clear in many places.
Brood Brothers basically made completely useless.

Here's what I spotted for Nids:
Winged Hive Tyrant down 15ppm
Warriors down 4ppm
Zoanthropes up 5ppm
Hive Guard with shock cannons down 5ppm
Tyrannofex with acid spray or fleshborer hive options down 20ppm
The rest of the changes seem to be for rolling default wargear into the base point cost, such as Maleceptor no longer having a separate entry for talons that can't be changed.

Same with upgrades which are from (I assume) the new Dark Angels codex. Looks like they future proofed this PDF with the next couple of releases, which is interesting!

Seeing codex was supposed to be out, that file supposed to be comprehensive point list and otherwise tons of no-sense point hikes...99.99% likely yes imo

I noticed that Imperial guard had alot of points increase, not sure if they needed any.. Dark Angels also have a new unit (deathwing strike master) and points for upgrading units into deathwing. Is anyone else concerned about deathwing terminators keeping their points intact?

Really annoying thing is that this has made the Munitorum manual obsolete unless you want to go through every single hidden points cost (plus layout is different).
If they update the app you now have to hope they don't mess up the points (some are still wrong), so building a list and checking validity is going to be a nightmare.

And they should be. Harlequins have spent two editions at the bottom of the pile. They deserve some time in the sun. I haven't been able to play mine much in 9th, but everything I have seen regarding them is that they are very good (but not brokenly so).

I noted in the OP that everyone should check the Munitorium Field Manual, as most of the points changes are there and not in the FAQs.

No army "deserves" to have time in the sun (or be at the bottom). They are too good. They won basically ever (non-Flordia-Men-rigged) large event that managed to somehow get off the ground in the past 6 months.
They are as close to broken as has existed in this game since the first Iron Hands nerf.
Also, if the most broken/successful army in the game does NOT deserve a point hike, how do you justify point increases for weaker armies such as GSC, Sisters or, for that matter, Space Marines?

I justify by trusting that the developers and play testers (who likely had a pretty big hand in these changes) deemed that they weren't OP.
Do you honestly think it is the army itself that is so broken, or is it merely one of its sub-factions, Soaring Spite? How many of those winning armies used Veiled Path, Dreaming Shadow, Silent Shroud, Midnight Sorrow or Frozen Stars as the main Masque?

It doesn't. it just mean there aren't any rules errata or FAQ answers.
Most of the ones that got separate FAQs are little things- nurglings' Squishable and MW, path of the twilight for Harlies, etc.

Well, the same thing always applies.
Why did Repentia go up a point? Clearly nobody thought Ardent Shroud Repentia are a problem, no?
Why did GW increase the points on the Castellan back in the day? Hawkshroud Castellans never made much of a splash?
Why did GW hike up those Dark Reapers and Shining Spears? Running them as Iyanden never caused anyone harm? Just like those Eldar Flyers never really were a problem outside Alaitoc.
Etc..
And the designers have made mistakes before, so it's prudent to point out mistakes again. That is why they fixed things like Look Out Sir or 55 point GSC Acolytes or Blood Angels getting all their gear for free in early 8th. People made them aware, as even well-meaning designers can miss things.
