So, OK, I have a rather large Arbites IG army (which will have to be extensively retooled, thanks 9th edition codex! but I digress) but now that plastic Arbites are out (did I ever think I would see the day?) I'm thinking I should make a force exclusively of them (assuming of course they're ever in stock again, but I digress).

Rather than MORE IMPERIAL GUARD, I want to do something different, and a counts as Sisters army seems a good way to do it.

Here's my thoughts and I have 2 questions, would this army be competitive at all? And would it be a problem for them to count as 3+ saving sisters when they're clearly in 4+ saving armor?

I could have them all carrying riot shields but do folks think that's necessary?

For me, sounds cool! I would not have an issue playing against these models.

The problem with proxying an Arbite army is that Arbites have rules in 40k now, so people would expect a unit of Arbites to function like a unit of Arbites, not a unit of Sisters.

Can I put the question the other way: is there a reason you wouldn't want to do them as an imperial agents arbites force? Because that's perfectly legal to do in game.

Whilst 5hey have a rule for embedding themselves into other armies, AGENTS OF THE IMPERIUM is a perfectly legal army keyword

For one, the Arbites lack a character (of course you could use the inquisition profile) and vehicles if run as pure agents. The only way to get some heavy fire support would be allying a knight Freeblade. Currently you can't take any enhancement either, so that's some flavor "missed" as well. Other then that it would be viable but might require a lot of infantry to fill out a bigger list

The problem is no vehicles, no real anti tank and Sisters allow for some more interesting units like the Enforcer Automatons.

Maybe there's funky way to blend a sisters army and Arbs but on their own they just don't seem viable.

And then there's the issue of future proofing. We all know from experience that any army without a codex will get squated sooner or later. There's a whole graveyard of minor IG regiments and other funky army lists out there.

(Of course it's not like mainstream IG were any safer looking at my graveyard of illegal units, not that I'm bitter or anything)

So my rationale is a Sisters version of Arbites is safer rules wise and more interesting than yet another IG variant.

I still remember looking at my Fantasy case after the switch to AOS squatted both of my armies, and more recently seeing what they're doing to the color scheme of Bretonian knights in the upcoming revival. I still haven't played a game or bought a model of AOS.

My WHFB armies were Bretonians and Tomb Kings.

I've built 10th ed detachment rules for the Ordo Hereticus over on B&C- I might put them up in the rules forums here too. I have one datacard to create (Hereticus Inquisitor Lord) and one to modify (Ordo Hereticus Henchmen units need to include Battle Conclave units), and then I'll be doing Ordos Xenos and Malleus.

After that, I'll do Arbites. Then the Navy.

The most important thing for Arbites is creating the datacard for their bespoke HQ. The easiest part is adding vehicles to their list- most can be used almost as is, though keyword swapping is an issue.

What I learned from the process is that the new detachment rule template is pretty easy for houserulers- you just need 11 items: a detachment rule, four enhancements and six strats.

I recommend giving it a shot.

I'm in a similar situation myself.
Back when the Palanites Enforcers for Necromunda were released I got over excited. I now own 40 Palanites, 24 Subjugators, the FW character and her dog. I wanted to make a "Arbites" army for fun.
Eventually, I got a little carried away and ordered a bunch of the Servo-Hauler/Tractors kits and took Icarus Lascannons and Black Star chaff launchers to use as weapons on the tractors.
My plan was to make a "Riot Suppression Force" that would thematically match up against a Genestealer Cult army. Or a very Cultist heavy Chaos army.
I own Imperial Fists (Fortress Monastery on Necromunda), Sisters of Battle and Imperial Guard (Cadians) so it would be an unnecessary army. I could simply swap out all the Guard infantry for Palanites if I want.

The new edition has changed things a bit. So now, I can actually run a unit of guys with shields and batons. And they get 4+ invl!
So now I'm glad I haven't painted any of the guard or Necromunda models yet.
My idea now is to have 2 units of Bullgryn armed with beat sticks and shields alongside 2 units of ..."Subductors" I believe they're called now. I can use all my Palanite Subjugators as well as the Cyber Mastiff and I can use the FW model as a Leader model of some sort to attach to the group.
Then I'm going to put them all in a Stormlord and rush them forward at the enemy lol

+3 Rhinos en route. The dune buggies might become Exorcists or just handed back to the IG half of the army. I have to build one and see.
