Excluding Tyranids, Necrons and Daemons, which of the 40k armies don't need to use a lot of their vehicles?
I'm planning to do another army before Christmas but I'm looking for one that I won't need vehicles because I'm pretty tired or painting all the SM and AM vehicles!
Any suggestions?

Tau, -> Suits only
Ad mech, -> only has that spider bot and those chicken walkers.
Necrons usually only use a few vehicles.
Space wulfs can just go wulfy wulf wulf on wulfs with no vehicles.

Orks can definitely be effective without vehicles.
The new CSM legion rules surely allow some decent builds without vehicles. I think Night Lords with a daemon prince and lots of bikes and raptors could be effective without transports
Foot heavy imperial guard were a thing, I don't know if they still are but in theory hordes of guardsmen with plenty of heavy/special weapons wastes the opponent's heavy hitters when all they have to shoot/assault are T3 cheap bodies

Space Wolves. You can wolf the enemies wolf without using any wolves.
Orks can be built using no vehicles. You just would have to buy a lot of Mek guns and a ton of boys. And bikes.

Veteran Knight Baron in a Crusader

Tempestus Scions can go full infantry with their ability to deep strike and access to lots of special weapons.
They can be effective entirely without vehicles up to 1000pts, though I have yet to try going full infantry in a larger game (I only have so many models)

Genestealer Cults. Instead of painting 8-12 vehicles plus 50 infantry, you get to paint 150 finely-detailed mutants who look like gak if you don't do at least one layer of shading on them all.

Definitely Necrons. They have about 6 vehicles you will consistently use(of which you can easily convert between some, as they come in the same box), and have no resemblance to METAL BAWKSES!

Space Wolves are quite good about not needing vehicles. Wulfen make your infantry move crazy fast, Thunder Wolves are fast on their own, and then there are units like Skyclaws that a fast and cheap enough points wise to be effective.
Tau doesn't use their vehicles very often you can go suit heavy which deepstrike and thrust move around the board. Their regular infantry can foot slog just fine as they have good shooting range and prefer to stay back and shoot over going in close.

Scions alone have to enter in deepstrike due to the short range of the weapons. This means that you cannot deploy few squads without transports in the open, you will be shots to bits while you look for a better fire position. If you do not deploy squads "wasting" them in this way, you auto-lose because of the reserve rules. So is either tauroxes (with or without scions inside) + deepstrikers, or allies + deepstrikers: and is better both (and is still a struggle).

Excluding 'Nids, Necrons, and Daemons I'd say SW, Eldar, White Scars/Ravenwing, and AdMech are probably the best at it when looking at forces that could take vehicles but have chosen not to. Daemon/CSM fusion (KDK, TSons, more after Traitor Leigons lands) can probably make a go of it but when your line units are so expensive I'm skeptical about not spending the 40pts or so to give Thousand Sons three extra ablative wounds.

I have never tried it but apparently an all foot guard army can be quite good.
If you are going to go with no vehicles maybe have some DS elements to grab forward objectives.
