It seems, to misue the word, schizophrenic. I picture it like this:
Department 1, maybe even Rountree himself, commanded that promotions, reward card-esque skullz or similar needs to return. Probably as an attempt to try some new ideas or return to ones that work in an attempt to bring in sales, repair the customer relationship, etc.
Department 2, still of the kirby era mindset or perhaps reverting to type (to wit, people who buy GW products' hobby is buying more GW products) decide to implement a special way to buy products: Buy lots of product to unlock the ability to buy exclusive product.
If you apply the "Buying GW products is the hobby" lens, it makes sense!

Any new TDA chaplain has awfully big boots to fill. The current one is often brought up in the “Best GW mini” threads.
This new guy is just cluttered with junk. Not a big fan.

I really like the Chaplain the "bones" of it.
The added clutter is rather much.
I always pegged them as "my actions show my faith" being a walking hymn book is a bit much.
I would have to see if this is one of the multi-layer plastic characters: it may give a chance to trim a bit of the busy bits off.

There is a lot of junk bolted to the front of that Chaplain. Without it he looks pretty cool though - although whatever's going on with the abdomen is a bit odd.
