I think what he is referring to is the strategy of using the Scout Move to get an early charge on turn one.
Think about it, if you know you are going first with a unit on a Land Speeder Storm that's 12" Scout Move + 12" Movement + 2.5" Disembark (it's open top) + 6" Assault. That's an amazing 32" threat range from your deployment zone. Downside is that you would be literally giving that unit to the enemy, as you would have very little to support them.
I see the Land Speeder Storm as best outflanking a scoring unit on an objective, or going without the Scouts (leave them on the objective) and use it to disrupt Deamons.
But the great thing about this unit is it's sheer adaptability to situations.

You are correct, I was using the scouts with the land speeder storm.

Landspeeder Storms with scouts if you get the first turn are pretty brutal against mechanized as they can assault the vehicles and they count as standing still against Krak Grenades.
It's I guess decent.

To continue the unit by unit comments, what do people feel about the Librarian and the Chaplain?
I feel that the two choices are at their most balanced right now. They are support HQ's not front liners themselves.
Librarians are great with their two free powers. I have made an argument for Vortex of Doom this whole thread, last weekend it single handily wiped out a D Cannon battery, and I know Null Zone is a standard choice. I find Gate to be pretty over rated as most of the time, I am using the Librarian and any squad he pimps with to be making a play for an objective, so the added mobility is unnecessary. Every game I have taken the power, I never used it.
Chaplains are always fun, but are of limited use anymore. I think in the land of PBS and massed Pinning, their main advantage is making the squad fearless. A jump pack chaplain is near mandatory in my opinion is you ever take Jump Pack Assault Marines (though the colossus generally killed Assault Marines as a decent choice for me).

The Librarian is useful but not so much the Chaplain anymore. I think both were nerfed too much but I understand why it went down that way.

As assault marines/Vanguard are generally not scene as very competitive I'd say that you won't be taking a jump pack chaplain very often.
If you do want to take a chaplain you should be taking cassius. For 25 more points you get T6 & FNP along with a master crafted combi flamer with hellfire rounds, that is pretty damn good for a 25 point upgrade over the base chaplain. I've seen 7 assault terminators with cassius & pedro comming out of a land raider crusdaer eat up 3-4 units on the charge due to the extra attacks & rerolls.

I really like the new Librarian. Not quite a Farseer but the new powers give a lot of options for Buff/Defuff so he has become an excellent Support HQ. Epistolary is a bit too expenisve now.
Chaplins have lost out because Cassius is so much better. Normal Chaplins can not even take Hellfire rounds! Jump Pack Chaplins are still good, however Assault Marines can no longer hold objectives so they (and therefore attached Chaplin) see less play.

a very effective strategy my friend has been using lately is taking vulcan and loading up a venerable dreadnought with multimelta flamer and heavy flamer.... bs 5 multi melta rerollable plus he stick it in a drop pod

At work so I havent had time to read everything but I wanted to throw in some pennys so here goes.
Anyone considered Kantor and Assault Terminators? Extra attack when you are within 12" so 2 extra attacks on the charge and an additional even if YOU are charged. Seems like something Lightning Claws and TH could benefit from. 5 claw attacks and 4 hammer attacks on the charge with Storm Shields for survivability. Then consider what would happen if it was kantor with another squad within 12" and a chappy was with the terminators. Re roll city with massive attack potential.
Sternguard then become scoring because of Kantor, giving them another purpose then just vehicle and MC popping.
Not to mention that even with the 66% chance to scatter or whatever it is Kantor still has that OB for less than ideal situations.

Yeah, but you can spend 60 on a Land Speeder and get the nearly the same effect. Heck take three of them and it's still cheaper than a Venerable dread.
