Ok, if a vehicle hasn't moved, the unit inside can disembark, move, shoot and then assault normally.
Pivoting does not count as moving. This wouldn't normally make a massive difference with anything other than Eldar WS's or falcons.
Can a WS move 24" (because of being a fast skimmer), use star engines to go a further 12" in the shooting phase and end up facing a unit in the 1st turn (using energy fields to help it survive if its needed). Then, in the 2nd turn, pivot on the spot so the unit inside can disembark right in front of the enemy unit, shoot them, then assault them?
this seems to make a big difference to eldar as the vehicles only access point is at the back of the vehicle. I seem to recall something about it but I'm not 100% certain on the point.

Almost all embarked Infantry units inside vehicles (which have only pivoted in the Vehicle's Movement phase - which is pretty much counted as being stationary with caveats) can disembark in the Movement phase, Shoot in the shooting phase (but not or fire Rapid Fire one-shot 24" or Heavy weapons OR run if you want to assault), and then Assault in the Assault phase (pending that an enemy unit is within range)
But let's not get into a pivoting discussion on this one as even pivoting has no bearing on your example question. If I'm reading it correctly.

Did you read the example, or the rule I posted? He specified pivot->disembark->shoot->assault, which the standard disembarking rules specifically prohibit.

Yeah, but his example seems to ask:
"Can I move my transport skimmer flat out in the first turn and then in my second turn assault from that same transport skimmer?"
His example seems to state that he's not trying all this in the same turn.

I would say pivoting is at the heart of this question.
And as Gorkamorka correctly stated you can not assault from a (non open topped/non land raider) vehicle after pivoting.

I'm thinking player turns... i.e. I move the skimmer then end my turn.... then my opponenet takes a turn, then in my second turn I disembark and assault.
If we are talking about doing all these actions in the same player turn, then yes, Gorkamorka is most definetly correct.
That's why his example just seems weird to me...cause I'm thinking turns instead of actions by units...if that makes sense.

and for that, I have to kinda go back to my original intent..
Why are we talking about pivoting again when it cannot be determined if it is movement or not.... look back at the other threads that have tried, in vain, to hash this out.
(BTW I am still on the side of the fence that states that pivoting at all in the Movement phase is 'moving' even though the model has not moved from its current spot, but I still see where the other side of the argument is coming from)

In this particular situation we can determine that it is movement, because the rules specifically address it. See the rule that Gorkamorka quoted right up at the top of the thread.

it doesnt matter what movement rules say about pivoting, as the disembarkation rules expliciting include pivoting as a restriction.

Seeing as most eldar units have Fleet anyway, pivoting is not only unnecessary (chances are the disembarking unit would be close enough to just move and assault and if not, you can skip shooting to fleet instead) but also exposes that transport to being shot in the rear.
In short, don't pivot and you got it right.
