Perhaps the Hive Mind that controls all the hive fleets is a C'Tan from another galaxy that has enslaved a different race and doesn't want to challenge the servants of other C'Tan until it is ready. Or maybe the Hive Mind just knows the Necrons are a fight with no benefits for itself.

The Imperium probably made the best decision by diverting the Hive Fleet into Ork space, they just couldn't follow up by continually devestating both sides. Periodic virus bombs where the fighting is greatest would be a step in the right direction.

BS  The orks are w/ out numbereven if the nids started to kill em off it would just make it worse by drawing more and more boys to the front lines. Not to mention they themselves get physicly stronger the longer they are stuck in. Bugs are bugs.

last I heard orks outnumbered nids in the whole galaxy by a gigantic proportion. The bugs would be handled like bugs, squished under the massive angry foot of the followers of gork and mork!
Oh and before you doubt it, it has been stated by gw many times, least of which is in the new ork codex that they are so widespread and numerous that were they all to join together and fight, they would annihilate the rest of the universe. That includes tyranids, as well as humans, tau, chaos, eldar, and necrons.

While orks may never loose (they can just come back for anuvver go!), 'nids truely never loose because a million dead bugs is just a million dead bugs to farm back into the biomass. The only thing that can truely hurt them is a combination of denying them new biomass and destroying their current biomass, such as using exterminatus on a doomed planet while there's a ton of nids on there.
The one race that's really equipped to do just that are the necrons, the combination of gauss weaponry and the ability to completely vanish if a fight does not go well is bad news for the bugs, and the reason they avoided the tomb worlds so far.

Although I haven't read the books, I'd like to think that a balance exists within the 40k universe for a reason. (other than to keep us paying for more figures year after year.  )
First, I like to think that there are currently five "end it all" - powers in the universe: Chaos, Mankind, The 'Nids, The Boyz and The 'Cronies.
Chaos is a force that simply keeps getting more powerful as more living beings are born. Their psychic powers gives them an edge towards their most apparent enemy in the long run, the Necrons. Yet, Chaos has to deal with Mankind and the Eldar as well, which is keeping them from completely overrunning the universe. The Eldar also have an ace up their sleeve once they are inevitably defeated, their dead-god will wipe out Slaanesh weakening Chaos as a whole dramatically. All in all, as long as the warp exists Chaos cannot be truly defeated, keeping them up there as one of the strongest threats to the galaxy.
Mankind is probably the weakest superpower in the galaxy, but they are listed as it has been said that if all Mankind was united, nothing could stop it... IIRC...
In a sense, Mankind has the potential to grow larger than all the other races, barring maybe Orks. If the teachings of the Emperor would be embraced, much of the influence of Chaos would be lost. If another psyker like the Emperor would rise to lead humanity, they could challenge the Eldar, inherit their knowledge and fight back. Eventually with growth and technological progress, Humanity has a fair chance of comming out as the victor of the universe.
The 'Nids are literally devourers of worlds, and in many cases exhibit what Mankind could do if they were united. The 'Nids simply took care of the unity problem with their hivemind. The Tyranid also grow larger with every enemy they kill, creating a Waagh - like effect to match the boyz over time. However, the 'Nids' only one true weakess lies in the fact that they need the warp to communicate and keep together. This and the fact that the 'Nid organism only survives by eating biomass make the Necrons and their tech the direst threat against bug-domination. The Tyranids have incredible potential, however, and I could see them triumph over all other races as long as they play it smart and kill the small fish before the big ones.
The Boyz are in a league all their own in the universe, and the only threat I can think of to the boyz would be the 'Crons. If the Necrons seal off the warp, the Boyz are separated from Gork and Mork, and lose their amazing psychic potential. The Boyz also possess some kind of protection against Chaos, and their sheer numbers could crush the 'Nids before they grow too large to squash. In a sense, the only thing that the Orks couldn't truly kill are the Necron C'tan, but once their necrodermi are shattered it wouldn't matter as they couldn't kill the boyz anymore. Even Chaos gods could be killed by Gork and Mork, at least in theory. Power to the Boyz!
The Orks' only weaknesses are the facts that they are quite self destructive and probably just kill each other off once there is nothing else in the universe, and that they are really unorganized. If one were to unite the Boyz in a huge, galactic WAAGH!, there is no saying what could happen... All in all, the Orks are the ultimate warrior race, and they have a hell of a time being just that.
The Necrons are the last universal superpower, although much of their power is still unknown. They once nearly destroyed all life in the universe, however, and so could be considered the greatest of the superpowers. They are organized, advanced, extremely resilient, and completely independent of the warp. They have some really exploitable weaknesses however, such as the fact that they cannot kill all the other races as they need them and their obvious weakness against anything comming from the warp. In a sense, the Necrons could also be described as the weakest of the superpowers due to their dependency on their food and leaders. Also, if a race were to advance beyond the Necrons, their days would be numbered. To be honest, I think that the Necrons will eventually be all wiped out and the C'tan will be forced to go back to feeding on stars. I guess the bad guys finish last... eventually.
The Eldar and Dark Eldar are not listed, as they don't really have the numbers to take the fight to any of the other races. However if the Eldar manage to thrive, they could become one of the galactic superpowers and contest any claim by the other races through deception, elusiveness, sophisticated technology, powerful psychic abilities and their vaste knowledge of their enemies.
The Dark Eldar are somewhat doomed unfortunately and that coupled with their knack for self-destruction makes them a race I don't consider as possible masters of the world. They will probably stick around for a really long time, though.
The Tau likewise seem like a big no-no to me. I guess they could thrive if the others leave them free to grow as a race, but with the amount of enemies in the galaxy that they'd have to face, that is unlikely. Tau are a heroic race however, as they truly believe that peace can be achieved in the universe, and although they are outnumbered by nearly every other force out there they still have the courage to try and fight for their ideals. It's a sort of a fixation on hope with desperation eventually looming in the distance, and it makes the Tau a very alluring race to play IMO.
When they're all thrown into one big arena, the races seem like they were created to keep balance in the universe. Nids seem like the counter to the Boyz, Chaos the counter to the Necrons, the Necrons the counter to nids, Orks the counter to mankind, Mankind the counter to Eldar, Eldar the counter to Chaos, and the Tau being the unifying power in the galaxy with the power to tilt the scales. Dark Eldar on the other hand are survivalists, looking to benefit from the losses of others and they could potentially tilt the scales of power as well.
As for the question in the OP, anyone can't! Once some race gains the upper hand on another, some other race will be strenghtened as well, eventually leading to increased losses to the original race that broke the balance.
To end with a quote that describes the game rather well, "In the grim darkness of the future, there is only war."

The Orks may outnumber Tyranids in the Galaxy - but in the universe? I think thats still an unknown, they come from the void and it may be that each hivefleet has had as much significance to the Tyranid race as each gaunt has had to a hivefleet. Equally it may well be that Leviathan was the last great hivefleet and the Tyranids are in fact a minor race on the brink of extinction.

that seems plausible. The Orks can only be truly destroyed by fire, and no race utilizes fire effectively enough to wipe them out. The more Orks you kill the more you create from the spores released by them. It's a hopeless situation, the only thing keeping the Orks from dominating is the fact that they often fight amongst themselves.

Not quite. Spores are microscopic my friend. They would simply slip out of their mouths. And besides, even if they could eat the spores, whole clouds of them are released, it doesn't matter how many nid there are it just couldn't happen.

What amuses me about the nid fluff is that their digestive systems seem to work like carnot engines- as perfect as they can be in terms of efficiency. Unlikely, as far as I can see. The way to beat them would be the same things that mess up any predator, but on a larger scale. Make getting food costly as hell to the fleet in terms of resources, and then virus bomb the planet afterwards to deny them any easily broken down nutrients. They'd follow a series of diminishing returns.
And as has been pointed out, just kill the hive fleets in space.

If humanity's innate ingenuity pulls through, they'll let the Necrons, Orks, Tyranids, and forces of Chaos work out like matter and anti-matter, then strike full force to finish off the leftover one-particle-in-five-million.
Although (save for the necrons) none of the above can ever be totally eradicated, especially the Orks, their numbers can be thinned to something "easily" managed. Even the orks. Let one of the others lead a massive waaugh to an otherwise useless world, and order full bombardment of the planet: You forget, that the Imperium has burned entire worlds before.
And the Tau, I wouldn't put out quite yet. What they lack in humanity's ingenuity and strength of will, they make up for in unity, technological adaptability, and... shockingly, diplomacy. I could see temporary tactical alliances between Eldar forces and Tau Cadres actually happening, along with any other unmentioned minor races. They also have a valuable ally: the Kroot. Their ability to assimilate the DNA of chosen foes gives them a certain potential that's over-looked.
I wonder if the genetic makeup of the 'Nids could be assimilated?
Of course, then you have to count in whether or not the Tau could bring the Kroot into a position of complete support for the Greater Good, even moreso than they generally are now.

I dunno... I imagined the sept guarding the Perdus rift would wear the same black armour as Ulthwe eldar. Maybe being in close proximity to the warp makes you emo.

Well lets face it, there are only two forces that cant be wiped out in 40k.
#1:
The Nids. The reason for this is that they are not from this galaxy, they come from outside.
Early fluff indicated that they devoured their entire galaxy and then set out to devour others.
In all honesty, look upp, over 99% of all the stars we see are from the milky way ie our galaxy but in those remaining <1% there are more galaxies than we wish to think about.
So the nids left their galaxy, who here think they sent all their ships to a single other galaxy?
Even if by some miracle all nids are wiped from the 40k galaxy there is no guarantee more will not arrive later.
#2:
Orks. Pretty much the same thing here orks are everywhere, they are many and given enough population terrifyingly powerfull.
According to the fluff there is nothing that seems to indicate orks able to grow old nor die of age, Thracka is well over 100 years and he is still going strong without so much as an age supressing chem introduced to his bloodstream and that is only based on his first apearence as a warlord going for humanity.
Sadly for humanity Thracka isnt even powerfull as powerfull orks go, Humanity inhabit the void, the empty dark sections of the galaxy, few if any human worlds lie on the high density star bands or the central core, as a rule all of thise are ork territory. Thracka is not from any of thise areas.
There is a fluff article about a stealthed probe that was sent into one of thise areas to gather intel, it got to a planet and sent back data, humanity did not like what they saw, aparently the ork society had gone alot further than any other ork society humans had seen, gretchin were nowhere to be seen or atleast no gretchin humanity could relate to, the individuals that did what gretchins do out in human space were the size of Nobs, the probe stopped transmitting before any of the "orks" were even spotted.
Additionally many thousand years ago probes were sent out from terra in all directions, they have been traversing space and void for all this time reaching by far further than any human has ever gone, few probes still work but each and every one that does and still sends back information sends back typical ork transmitions thus no matter where humanity goes ods are there will be a friendly local faction of orks to welcome them.
Ok so why cant chaos/humanity/eldar/TAU/necrons win?
Well they are all finite while Nids and Orks are infinite.
Humanity is in decline, eldar even more so, the TAU are simply too small even tho they are growing.
Necron and chaos are the two that stand the best chance but chaos is directly linked to humanity and the eldar, when humanity goes so do much of the power of chaos and with eldar the last will vanish.
Necrons cant sustain chaos, TAU is psycikly inactive the nids have their hive mind and orks... well orks can sustain chaos but chaos can not control orks, a daemon posessing an ork is stuck, he benefits the orks power and he can give the ork ideas but he can not ever wrestle control from the ork more problematic for the daemon he can not leave, the inate psycik field of orks simply is stronger... well unless the ork is separated from other orks naturally... but then he shrivels upp and dies anywaqys so...
As for the necrons, we dont know enough about them to make an educated guess. we know max four C'tan are still alive however we dont know if all C'tan were "released" from their stars. Additionally we dont know how many necrons have "survived" the hybernation however there is enough fluff to sugest that the last few C'tan can be defeated permenently and once they are gone the necrons themselves can be sough out and dismantled.
That leaves the titanic battle between orks and nids.
Who would win...
I dont know.
In a battle between nids and the weak orks that plague humanity, the orks in the low density star areas then I expect the nids will win, sure orks are countless but so are nids, the problem is that orks dont plan and thus the nids can gourge themselves on the orks retreat come back retreat come back and so on each time harvesting more and more ork biomatter untill in the end they will prevail and as they scoop upp ALL life from the planets leaving no spores to grow. The question however is what will happen to the hive fleets if their diet becomes too much ork, the ork genome is very hardy and already hive fleets have been known to produce the lesser types of greenskins involentarilly, mainly the squigs.
Imagine having the tyrranid mind and adaptability but in the hands of orks.
If the Nids however stray into the heavilly ork populated areas I do belive they will have to bring multiple hive fleets to even stand a chance.

It's my understanding that Every time the Imperium has 'defeated' the tyranids, they've done it with the Navy. Unlike a traditional force that lands on a planet, once nids are sprinkling tens of millions of mycetic spores into your atmosphere you are done. The very soil and vegetation of the planet is their food/ammunition/fuel/reinforcements.
the nids get worked over in two ways. Firstly, the Imperial Navy is no joke. Probably humanities most overpowering force. Just seeking out and crippling a major hive node ship immediately ends nids. You are essentially taking the concept of cutting the head off to the absolute top rung. I'm sure splinter fleets get discovered engaged and neutralized constantly on the eastern fringe.
The second way nids get 'beaten' is if the fleet didn't mobilize fast enough. the defenders of the planet are instructed to resist the invasion with everything they have. Prepare a means with which to evacuate while doing so. Force the nids to expend bio mass to overwhelm your defenses, make them commit more and more until your backs are up against the transports, then evacuate, and virus bomb the planet. All of the tyranids hard fought spoils will burn in the flaming atmosphere, their spore towers will not have been erected yet, so their fleet will be unable to even re-coup their lost bio mass from the invasion fleet. this buys the navy time to locate and destroy splinters, and although it costs humanity a planet, it is a severe defeat for the nid fleet.
How do you 'permanently' defeat nids? they are a learning organism, if enough snacks go 'pop' in their mouths, they may 'evolve' past the milky way. Ok, this galaxy makes hunting too difficult. Very similar to when hunting cats in africa decided for the most part to give up on hunting humans. Once humans evolved to a point of living in settlements and defending each other, it became too much risk and too much work for a meal that can be found elsewhere.
Big cats still hunt humans in africa, but only when desperate and starving. Perhaps that says something about the state of the tyranid meta-organism. Either the rest of the universe is a more dangerous foe than humanity, or they've eaten all of the bio mass there is out there. Perhaps nids themselves are on the verge of extinction.
Either way, Nids ain't so tough! Nothing the human race can't handle with a little elbow grease and some know-how!!!

I dunno... I imagined the sept guarding the Perdus rift would wear the same black armour as Ulthwe eldar. Maybe being in close proximity to the warp makes you emo.

why waste a plannet when in theory you could launch the same nukes at the hive fleet, if you fire it fast enough they wont be able to stop it from hitting and obbliterating a massive swath of the fleet.
on another note, these could be significantly weakened 'nids. a trans gallactic journey cant be easy on any fleet, I dont care if you ride inside Wolverine with a massive radioactive D-cell on his back thats boosting the crap out of his regenative powers ( btw, I know he didnt get his powers from rads.) that long of a journy without a resupply anywhere in-between has to do hell on a ship, and escaping the gravitational feild that holds a galaxy together is probably escape velocity on a planetary scale times Chuck Norris, and the entry stresses are probably equally harsh. The ExGal invaders from another fluff (the Vong in Star Wars) had alot of ships in seriously horrible shape from the journy and from the entry/exit strains it took to get there, and they used organics as well. So folowing precedent and Sci-Fi science and logic, the process of leaving and exiting a galaxy should be harsh on ships, and it will take a few generations of organic vessels to undo the dammage done. Following that logic, the Hive fleets need to be dealt with ASAP before they grow back to full strength, which would be bad for everyone. (except maybe Greenskins, as they would enjoy the greater challenge of fully recovered 'nids)
Necro theory could work, good luck waking up a C'tan (who will have serious morning munchies mind you), convincing him it is in his best interest to burn resources to fight someone elses fight (although 'nids might be tasty to C'tan, who knows?  ) then have him NOT eat you as an early morning appetizer...
just playin the devils advocate there, food for thought

I could be somewhat biased, being a 'nids player and all, but I have yet to see a convincing argument for why the bugs can't eat this puny little galaxy and everything in it. If memory serves, Inquisitor Kryptmann (yes, the one that prevented the Imperium from being eaten) has been bang-on with every suggestion thus far. For example, encouraging the Hive Fleets to be killed in space, or his policy of Exterminatus undertaken on Imperial worlds along the front to deny biomass. However, he saw the long-term flaw in this plan. Namely, the Imperium will run out of planets before the Tyranids run out of Tyranids. Do you see a problem with this scenario? You can't attempt to starve the bugs unless you are willing to destroy every source of useful material in the galaxy. Sure, it works in the short term, but not very conducive towards survival, really. If the Tyranid expert of the galaxy believes it's a lost cause, that should give you Imperials a clue
Next, all you greenskins out there are always proud that GW spouts the same line over and over: "If the Orks ever unified, they would crush all opposition." Well guess what? Only things in the galaxy are currently opposing the Orks. A reliable authority on Tyranid behavior and tactics (see above for reference) believes that all the hive fleets up to this point have been some grand scouting venture. A drop in the bucket, if you will, of the overall number of tyranids swarming out in the Black. Mathematically speaking(hard for orks, I understand), a drop is usually rounded to approximately 1 mL. Now, that's 1000 mL per liter, and a gallon is almost 3.8 liters. Therefore, in an average 5 gallon bucket, one drop represents roughly 1/19000. I'm willing to admit that "a drop in the bucket" is merely metaphorical, but I hope the previous figure gives you an idea of the magnitude of what the universe probably faces!
Of course, weight of numbers isn't the only thing the Tyranids having going for them against the orks. Oh no. It's something that most members of the biological community recognize and call "evolution." The only reason the Orks can currently compete against Tyranids is due to mass numbers. They don't have the science to specifically engineer something to combat the 'nids, and don't have the coordination to bring to bear the ork race. What does this mean for the Ork race? Eventually (and probably sooner than later, at the rate the Tyranid genome can mutate itself) the bugs will stumble upon a natural fungicide that will wipe out anything and everything Orky. Spores? Dissolved. Grots? Dissolved. Orks? Definately dissolved. It's only a matter of time...
This leaves the Necrons... Admittedly, they seem to have a current edge as the Tyranid Hive Fleet has ignored their holdings so far. I would too, if there was an immensely powerful psychic being who could cause me problems... for now! The Hive Mind, a mass collection of psychic will from untold numbers of tyranids, is powerful enough to make psychers go mad, and even block out the Astronomicon. This, of course, is only with that paltry 1/19000 previously mentioned. Imagine the power of the Hive Mind once all the bugs show up ready for lunch! The C'Tan won't stand a chance, and Chaos will be steamrollered.
Hope I've been able to cast a suitably dark cloud upon your otherwise "cheery" 40k universe. Remember, it's ok to be afraid of something unstoppable. The 'nids like the taste of fear

Another "cheery" thought.
With 5th edition, the uber overpowering might of the Hive Mind's psychic energy will not be overshadowed by every random psyker with a force weapon.
So perhaps the rest are en route!

Thanks for the catch, Grignard. You are correct about the 1/20 mL. I don't know what I was thinking. Anyway, that would switch up my Tyranid analogy of the drop in the bucket even more in the bugs' favor. Instead of 1/19000, we're now looking at 1/380,000. Hope that makes you guys feel safer
