Would it really take that much effort to tweak over the Chapter Approved lists (heck, I think LaTD is still on GW Oz website) to 4th/5th edition an throw up a pdf on the GW site a la Blood Angels, oh and then support it as well as Dark Eldar has been supported since 2002 or so? Hek, I'd hapily tweak Kroot Mercs to 5th edition for free!

No, it probably wouldn't, but the concern you've seen posted is that no one would play against it. Maybe in some LGS, maybe.
I don't have a problem playing against the CA lists, and would probably find it enjoyable compared to facing the net lists of Marines, Daemons, and Orks.
I'd be right there with you at wanting to update them for free...
Check out the Fugitives http://www.tempusfugitives.co.uk/ as an example of how great 'non- GW' lists, campaign packs, and rules can be developed and used. They have some great stuff in their downloads (which needs registration). They also run campaign weekends, where it is all about the story, and not so much the army lists.
Bottom line, I think that the CA lists will work as is, and I wouldn't have a problem facing them.
I think GW could make a lot of extra money by publishing a book compilation of the LATD, Kroot, Genestealer Cult, and other odds and ends. I do like John's suggestion about using the Apoc formations (even though I don't understand Apoc, and hate that its becoming the GW copout).

Mad Doc...I have to agree, that GW does have lot's of resources they could mine out of these possibilities. It's a shame that such colorful and characterful armies will never see the light of day, at least in the next 5 to 10 years.
I'd surmise the only way that any of these types of armies would get any real love is if GW went under, sold off all their IP and others took over because they could see the potential. Not that I personally want that to happen mind you. I got 40 Kroot all painted with 'nowhere' to go. I have no care about starting Tau just to field them. Personally I think they'd play nicely w/ my DE...DE eats the opposition souls and Kroot eat the flesh.
It'd be great if they actually made non-fieldable models as well ...there are so many wonderful concepts like Cogitators, or even Imperial Citizens...Not to mention dozens of other unseen characters from all the races. Alas...it will never be.

The "but you could use it in Apoc" thing is a bit of circular argument. Apoc can into a ridiculously broken cheesefest unless you know the people you're playing with. But if you're in said group of players, then you can probably field your army using your own rules ANYWAY.
GW swings like a pendulum. Right now the design team is in a contraction phase. At some point there'll be an expansion phase and variant lists, etc. will show up again. Remember what things were like at the beginning of 3rd edition compared to the end? Things can change in a hurry, and they probably will...someday.

CA is awesome, I have both compendiums, and so was the Index Astartes series, of which I have all 3 books. I've been thinking about trying to get my friends to let me runs a White Scars list out of the IA book, but I MIGHT get to play a game once every 6 months now..... I'd rather play an 'in-print' list, and be sure the game is considered 'fair' than play one where anything could be called cheese just because of rule revisions and the like.

The balance issues between "vetted" Chapter Approved or BoLS lists and homegrown lists are huge. While GW doesn't always get the balance right, something like GW's Kroot Mercs or BoLS Arbites are a lot fairer and reasonable than something homegrown like Pan Fo or a host of other lists.

I guess I just want to see supplements dealing with the wider Galaxy. There are dozens if not hundreds of races out there. Sure, only the merest handful have anything like the forces of the Imperium, but that doesn't mean they don't have armies.
I'd like to Cities of Death type things investigating the various Galactic Quadrants, or even sourcebooks about specific systems. These could then include suggestions for mercenary units you might find in them, details of Chapters, Armies, Warlords, Splinter Fleets, Warbands etc known to be active etc. Models could either be dragged out the Archive, or specially sculpted and available from the Collectors Range. Or, depending on availability of resources, just have artwork. I'm sure those inclined would be happy to kitbash!
Sadly it sometimes needs this level of illustration to point out there is a damned sight more to this Hobby than just a good win ratio....

Haven't read the whole thread, sorry.
I don't want GW to divert their attention from producing lots of SM codexes, plus one or two IG or non-Imperial faction updates.
However, it would be cool if they did an Apoc style book of the minor armies (Kroot, etc.) which could be used for narrative style play.
