That's the one.
The speculation is that the Eldar got through the warp storm, through one of their gates, captured some Tau and make them into Ethereals by genetic engineering and gave them the pheremone organ.
Why they would do this and how they would maintain control over the Ethereals is a matter of speculation. The first Tau codex contained a quotation from Eldrad saying he liked the Tau. Possibly the Eldar want the Tau to build up as a potential ally.
Of course Xenology like all GW fluff is plausibly deniable. The research is done by some bloke who has gone mad before the book's author arrives on the scene. The Tau's feet are different to normal Tau feet as shown in other fluff. There is a big plot twist at the end, which throws everything into doubt.

I thought part of why they did it was because of the speculation that they were one of the Old Ones last ditch anti-Chaos efforts(evidenced by their little to no warp signature and lack of psykers). And since the Eldar were essentially the Old Ones favorite foot soldiers...

I agree. Given the Eldar's mastery of and vulnerability to psykiks and penchant for long term plans, raising up a vigorous warrior team with massive protection from psykiks to act as a flank guard is a clever idea.

If the Tau took over everything. I believe the Humans would rebel consistantly until they were extinct or a supplementary species to the Tau.
I think we would have technological advancements in the like that we have never seen before. Think for once, even just a century of time where all of our efforts ARE NOT thrown completely at the safety / defense of our massive empire, and it's population.

Surely this would be the greatest thing ever. People would live long and happy lives on Tau worlds being free from war and all that grimdarkness.
Nothing sinister behind the motive, no mistreatment, no hate, no bigotry. Although billions would probably die from being stuck in their old ways, it would be better in the long run.
The only problem would be races subsumed with warp connections. Obviously the runious powers would do their most to attract them, even for a brief second and cause them to fall. However if Tau society is as fair as I think it is then this shouldn't be much of a problem as everyone should have what they want.
Another problem might be the Fire Caste finding out that the Ethereals have been manipulated by the Eldar (if this is indeed true), perhaps feeling tricked or used. Although I think they would probably thank the Eldar for helping unite the Species in it's darkest hour. The Tau are too nice to do anything else.
