Cite your source? Because I'm fairly certain the Emperor was active at LEAST up to five thousand years after internment, as that's when met with Alicia Dominica.
It's incorrect to assume that the Emperor was "active" in any but a psychic sense. And even then, what exactly happens during a post-Golden Throne Imperial audience is unknown.

Yes to the hugeness, no to the lack of powers. If a Blood Angels Librarian in a Dreadnought can still use his powers there is no doubt the Emperor would still be able to use his.
The reason the Emperor isn't entombed in a Dreadnought is because he didn't chose to be. The Emperor chose to be enthroned, he even told Dorn how to build/modify it so it would keep him alive. When the Emperor says do something you don't do the exact opposite unless you're Horus and his ilk.

And besides how would they have done it? When a marine is infused in a dreadnough their nervous system and such are fused with that of the dreadnought. If the Primarchs where so much differant then even Astartes in biology (remember that the medics of the Sons of Horus didn't know how to treat Horus) how do you think they would have opperated on the Emperor? For all we know his insides are made up of pure light and chocolaty goodness.

As far as I've understood (I haven't read the book myself), the Emperor actually speaks to Inquisitor Jaq Draco in the book "Draco". Not only that, but he actually "pauses" time for the Inquisitor and his retinue, while still running the Empire, keeping chaos out etc. Wouldn't that suggest that he is very much shaping the Imperium? After all, the Custodes have a great deal of influence among the High Lords, and are trained in subterfuge, infiltration and assassination. Is it that unplausable that the Emperor acts out hiss will through the Custodes?

What about in the Bleeding Chalice novel? Tetract is a corpse who is kept alive through his own will power, plus the dead he raises are able to understand orders and use lasguns (Im so sad that I can actually recall details from 40k novels )
But why a dreadnought? Wouldnt it be more awesome to put the emperor in a Titan? That way if anyone feths with him he can just stomp on them!

the Golden Throne prevents Decay and allows the Emperor to maintain a Physical Grounding. this prevents him from entering the Warp.

There's, like, a few cells left alive. Or not quite dead. The throne includes life support systems, but he also needs the psychic I.V. to keep going. Horus dealt him psychic damage as much as physical injury.
Too bad no one knows how to make a decent phantasmagoria anymore...

Yeah.. it basically said that the Emp has some vast multi-mind (which would explain how his consciousness is in so many places at once), but the problem being some parts of it aren't aware what others are doing (or at least Draco theorises that may be going on).
But, bear in mind the age of that book, and a lot has changed in fluff since then.

Dreadnoughts are life support systems. Titans aren't.
May the the blessings of His Grace the Emperor tumble down upon you like a golden fog. (Only a VERY select few will get this reference. And it's not from 40k. )

If read titanicus, the moderators are put nurtient rich goo and wired into the titan, similar to how dreadnoughts function. With enough work, you could make this connection more permanent.
Automatically Appended Next Post: Though his soul remains in his body, and do not believe that the emperor has enough living tissue to pilot a dreadnought. Similar to those horror movies, where the house is haunted because the person's corpse is still there.
