That was simply the writer being a smart-arse.
The character who said that was probably referring to the fact that wolves were introduced during the first diaspora of man and they then evolved and adapted to Fenris.
There are wulfen on Fenris but they are failed aspirants who haven't been hunted down yet.
They do not turn into wolves... more like wolf people... werewolves...

If you look at all of the possible imagery in 40k it gets a bit weird.
I have said it before and i'll say it again, Freud would have a field day with 40k.

I always took the 'no wolves on fenris' line to mean that the wolves that are there bear little resemblance to real wolves. But once again, I've been through the codex, been through the omnibus, and quite a few other places but haven't seen anything stating that fenrisians are anything other than tough humans. pretty much what you'd expect on any deathworld, tougher than average, more violent and stronger, but once again, what you'd see on any deathworld.
and as for the imagery of 40k and Freud, he would have a field day with _anything_. the guy saw sex everywhere. otoh, it really is everywhere. hmmm... do we have any psychologists on the board? or did we chase them away... I'd love to read their reactions to the universe.

The only thing that the cup of Russ does is introduce the Canis Helix, those who gain this will morph into a monsterous wolf thing if they do not die in the process, participants must then conquor the beast within them and reach the Fang (SW HQ) and recieve the rest of the surgery to revert them back to human form (well Space Wolf form). Only problem I can see is that while a woman could get the Canis Helix, they are incompatible with the rest of the surgery, and thus would be unable to be reverted to their original form (barring some unlikely and probably heretical new development to the surgery that would allow females to become Space Marines).

Essentially you would have either a half morphed and very grotesque corpse, an insane wolf chick running around Alfheim, or a wolf chick that has conquered her form but is unable to return to human form. All of these options = she's screwed

The Canis helix is already present in Fenrisians; what the Cup of the Wolf does is activate the Helix; those that survive/do not become werewolves, can become Space Wolves(and apparently the Canis Helix allows Fenrisians to allow SM Conversion at much older ages as well)

with the physical transformations, she's a biomancer. she'll be able to switch forms. She's not planning on getting the rest of the augmentations though. just a sip from the cup... pray for explody psyker
And KK, where can I find that info on the 'all fenrisians already have the Canis Helix' piece of info? I thought that the cup introduced it into the aspirant. Because if it's just activating the helix, my character is kinda screwed. he's not fenrisian, and needs it to be introduced. and he wouldn't make a good smurf...

It was in the older codices; I see now that that is one of the big changes they made in the new SW codex: drinking from the cup now "absorbs the canis helix"

It used to be that all Fenrisians carried the Helix; this was why SW only recruit from them(and can only recruit from them), it was also the sole reason that older Fenrisians could still undergo SM conversion.

With this change they kinda really "screwed the pooch" since the Codex still relays several stories of Space wolves that should have been to old to become Space marines, yet there they are.

For those interested in which Wolves should have been too old:
-Arjack Rockfist was said to be a giant of a man and Blacksmith to his tribe: Being referred to as a "Giant of a man" would mean that he would have had to have been at least 16 years old(Simply for puberty to have set in enough for his bones to have grown, and more adult musculature to develop), then you have the fact that he was a Blacksmith, learning the trade takes at least a decade, and he could not have started learning at 6(my son is 6, and built like a rock{no seriously the kid sinks in water} but cannot heft a blacksmiths hammer), even if he had natural talents: and managed to learn the trade/excel at it within 5 years, he would have had to have been about 12 before he started training as a blacksmith.

-Njal Storm Caller was described as being "forked of beard" as a tribesman; beards do not typically even begin growing in with any sort of "fullness" until late teens, and for it to grow long enough to comb out in forks(roughly 3", just for a basic fork) would take about a year, maybe 2(beards start growing fast then peter out, I trim mine about once every 3 months, to keep it at a 1" length, getting to the 1 inch from clean-shaved takes less than a month, after that it stagnates and only grows a 1/4" in 3 months).

-Canis Wolfborn prior to even becoming a marine was about as strong a a full space marine(not just any, but a wolf lord; nearly beating Herald Deathwolf in unarmed combat): fenrisians are naturally very strong, but even they are not generally as strong as a space marine, let alone one young enough to still undergo standard space marine conversion.

When she becomes a Wulfen, she will revert to base animal instinct (or nearly so), and will, in all likelihood, lose the focus and concentration required to create psychic effects. Of course, without such focus and concentration, her psyker's mind is (/cue Frenchie voice) like ze succulent bon-bon (/end Frenchie voice) to predators in the Warp.
