I will bet you 1 trillion internet dollars because the model has pants which are unknown to lizardmen. Also as stated it has no scales, unless FW have absolutely no knowledge of lizardmen then I find that a problem

The 'pants' look more like a crude leather thigh guard with what appears to be a kilt wrapped over it.

Conveniently, that also hides where the leg scales are on a Kroxigor. I posted up a picture pointing out what does, in fact, look to be scales on the upper arm in the same place as where the scales are on a Kroxigor's upper arm.
Spoiler:

Could I be wrong? Sure. As Mythos said though, Monstrous Arcana does add some 'new' stuff...and a Kroxigor possessing magical aptitude will definitely fall under 'new', since Skinks and Slann are supposedly the only ones that have any magical aptitude.

The design elements don't conform to lizard men at all IMO, nor does it really smack of anything else.... Tough call! Fimir would be cool though!

Supposedly Games Workshop are doing a Fimir model, which is why I'm hesitant to guess it.

One thing I do want to point out though is that Lustrian Lizardmen are not the only ones. You also have the Southlands and Dragon Isles, with Dragon Isles Lizardmen being "savage barbarians" as they have no Slann there.

My New Year's Resolution is to paint my Guard. I have no problems admitting I might be wrong, just in many cases I see no real need to harp on about it after the fact. If I'm wrong--I'm wrong. It's over and done with.

Anyway, I hope it is something 'new'.

I did just remember something interesting. There is an "unknown aquatic race" inhabiting former Lizardman ruins. This looks like an Edgar sculpt, and he supposedly wants to do a kind of "Draconian"(A humanoid with dragonlike features) model so that could be what it is.

What the hell is the difference between a draconian and a lizardman besides wings on a few breeds?

I hope they don't do something so derivative of something they already have... Doesn't say aquatic to me at all either.... Chances are IMO that it won't be anything from a new race....

Draconians were seemingly more 'civilized', aside from the feral ones.

Think of it like the difference between Wood Elves and High/Dark Elves.

No I getcha! Just think that that would be a particularly lackluster road for them to take when filling in gaps in existing lines or introducing all new stuff would be much more rewarding for the community.... Another slightly different derivative force that will probably never be really taken seriously as a range doesn't float my boat.... All IMO of course

See, thing is they've said time and time again now that they're not going to be doing "gapfilling" in lines anymore. The Vendetta was a case where they'd been working on it when the Guard codex released for IA8, but for the most part they do want to do exactly what you proposed: introducing all new stuff.

I doubt that this would be the herald of an "all new force", but rather a character or single unit which can be taken in Storm of Magic.

I'm not a WHFB player but that weapon looks pretty lizardman to me, in my opinion.

People keep mentioning that it could be a Fimir because Lizardmen don't wear pants.

But neither do Fimir, unless they've revamped the Fimir imagery entirely:

That said, the toes and number of fingers DO sort of match, but the stone weapon doesn't.

I'm not sure about the join at its elbow. That looks like a big nut and bolt unless it's a really over engineered bit of armour. I think it's an iron bound demon of the Chaos Dwarves It's hard to tell if the mace is meant to be stone or iron and the texture of the haft looks like it could be fur or fire. I hope it's a K'daai, I know they are meant to have bodies of fire but so is the Bale Taurus and that looks mostly like a winged armoured bull.

Also if you follow the link to the catalogue update you can see a picture on page two of the Skaven Wolf Rats which are 5 for £28. I don't know how to pull a picture from a PDF otherwise i'd post one.

Is it me or does this look like a 25mm base? Anyone care to compare base height and width and confirm this? Being at work, I have no access to any sample to compare...

That said, if it IS a 25mm base that would definitely rule out Krox and D'Ogres...

To me it looks like a 40mm base. And my personal guess is also Fimir. At least FW showed this concept sketch when presenting the new Arcana book on GD UK featuring the same spirals on the cloths and a similar ellbow armour (concept has wrong number of fingers though):

BTW: The FW Winter releases flyer http://www.forgeworld.co.uk/Downloads/Product/PDF/f/fw-wfcatsup11.pdf (page 2) features another entry from the book, the Skaven Wolf Rats, £28.00/ €36.00 / $45.00 for 5 rats (thanks to Eddie Chaos over at Warseer for finding this). This is a green shown at the same GD UK this year:

Well until we get part 3 we won't know if it has a tail or not for sure

But if it doesn't that's both Fimir and Kroxigor out of it methinks

As no-one managed to guess correctly (!), our three-part tease was in fact a Fimir Warrior, and we’ll be releasing these dread creatures in a set of three during the first quarter of 2012. You can see the completed jigsaw below along with a shot of the unit to whet your appetite, and rules for these detailed resin models will be featured in the forthcoming Warhammer Forge Monstrous Arcana book

Well, some people guessed correctly
