Don't say that.
It's rare for me to rip apart a model and give it new kit (usually I just build a new model), but I have one sergeant that started life with a lasgun, and then was switched over to a pistol/CCW, that was then switched to a power weapon/pistol.
That poor, tortured sergeant has been through enough.
I guess this time I'll just make new models. That way if they do get taken away, they can magically become proxies for stormies, or can be used as GK henchmen.

I can think of a reason why not: It'll piss off SM fans that their precious bolters are in the hands of the "Meatshields".
It doesn't make it any less true but it's amusing. I'm definitely going to do this. Guardsman with boltguns look awesome. Plus S: 4 AP: 5 is yum.

Its a deal! Bolters are much better than hot shots. S4, much better rapid fire range (9 vs 12), cheaper (look into GK codex, where bolter upgrade i 1 point, hot-shot upgrade is 5! points). So, my stormtroopers get higher S weapon and they will cost less? Hell yeah!!!

So in my army I have 5 sniper rifles spread across 2 CCS.
Would it be better for me to give each of my 10 sgts a bolter instead? which could kill more?

Bolters are nice, but they quickly add up and they offer little benefit in a mechanized army. If you are running footslogging guardsmen in platoons, sure. Otherwise I would probably just use the points on something else and buy bolters if I have 5 or fewer points left. Guardsmen sergeants and veteran sergeants couldn't take bolters in 5th edition.

Why did Storm Trooper sergeants lose their hot-shot lasgun and ability to take a bolter? Now they are the only ones who can't take a rifle despite being in a squad that needs the firepower more than anyone.

Cause everyone knows the best way to equip your officers is with weaponry that not only decreases their fighting effectiveness but paints them as obvious targets. That's just how the Imperium rolls.

Pissing off SM fans is a plus, and a very good reason to do it.
As for only buying it if you has a few spare points, I think that's a poor approach.
I would take that bolter on every guy I could.
Would you spend 10 points for 10-20 S4 precision shots? I'd drop something else instead.

They wouldn't be too bad in a platoon based mech army. You could fire the bolter and special from the two points, whilst the rest of the squad fired lasgun arrays.

Actually, that's a good way to put it. Against space marines, you've got to get in ~2 shots to make its points back. If you think you can manage to pull this off, then it's worth it to take bolters (at least, against space marines)
I bet this actually preforms well, actually, as you're more likely to kill a guardsman, and you only need a 1 in 5 chance to make it worth taking, and against a riptide, you only need ~1 in 180 chance to cause a wound to make it worth the upgrade price. Turns out that it has a 1 in 77 chance. What a bargain!
