it's an ok effort for a first timer.
We all had to start somewhere, I suppose - but I didn't start 40k until I was 19 (couldn't start any younger - the game didn't exist when I was 18) and my first stormtrooper costume was when I was 26 (made from the actual original moulds).
I'm OVER 50 (and so far over everyone's BS, too).

Is it meant to be seen in bright lighting? Dimmer light hides a multitude of sins.
Background costumes don't have to look as good as those for close up work.
Details and lots of them. At the moment, it's a mish-mash of ideas that don't work together.
The skull face doesn't really work if you can see your fleshy neck. You need a "skivvy" (you could be the black wiggle) to cover the exposed flesh. The polo has to go.
The wires in your leg have too much slack and the duct taped shin/thigh guards look like duct taped shin/thigh guards.
Some more thought on the execution and less last-minute teenage "she'll be right" attitude and you can do wonders.

Yeah i really assembled the shins the morning of the picnic, but ive now got knee pads to tighten the wires and get rid of most of the tape, also they are all spray painted now. I thought today of how to get ridof the skull mask and use something else, maybe pantyhose as a cover for my handsome face and use just a sander mask with painted tubing going into it. The pluss of that is i can hide another tube going to a water bottle. Ive called in a few favors to help make red robes.
The costume is meant to be for a convention so yeah bright lights and close ups.

Find an old USMC Gas mask, and use that as a base for the mask. Already has the lower half you want. Modify the lens of the mask with LEDS, either red or green, to cast light up and out of them(not at your eyes). Gas masks also already have a feeding tube/water tube. Get a black bodyglove to cover yourself in, then build the costume as if you were gonna just wear it(Make sure to not attach anything to the glove). Your Robe is gonna need shoulder pads in it, if you can find a set of football pads, and shred out the lining that would help. You are a small guy, you need to appear bigger. Don't be afraid to show at least some skin. Maybe leave one hand human. Also spray paint your weapon either grey or black, so it is all one uniform color, then paint the bits that need to be different. This will help make it look like it all goes together rather than like a bunch of stuff.

If you were in the US I'd suggest a small company called "American Science and Surplus" but I'm guessing someone local would have something cheaper. AS&S often has gas masks and some other weird military leftovers for sale.
Working on someting you'll either love or hate. Hopefully to be revealed by November.

Your shoulders need to be a tad wider. Mechanium shove all sorts of augments all over, they are not slight of build dudes. I am 6.1, add I need a good 6 inches to even try to wear my DE mask, or I look like a demented dwarf.

well I looked today for a cheap gas mask at our military depot store and they started at $100 but when in doubt go to the hardware store. start at $35 gonna paint that and feed a tube into a water bottle. anyway gonna do up the shin guards again tomorow

Gas masks are not cheap (especially not military disposals ones.) - not down under, anyway. Regular hardware store respirators are a much cheaper option and paint up quite well and don't smell anywhere near as bad.
I'll have to find my pics of a "fallout" themed post-apocalypse halloween party I went to a few years ago (many of my friends do special effects work, so they get to do their costume stuff at work, using their normal stuff).
