Seconded. In a Wave Serpent of course For Necrons, I'd say either Destroyers or Scarabs. Both are fast, can get to the rear armour easily, and will probably trash it when they get there. Even for things like the Land Raider, the Destroyers still have enough shots to glance it slowly to death.

Honestly anything in the Necron army doesn't have terrible odds of stopping a transport though I'd definitely say that Destroyers and C'tan are the best at it. Yay Guass rule. @=('.'@) \(^.^)/

My favorite is 2 broadsides. Both with advanced Stabil, one is upgraded to a team leader with hard wired target lock and a pair of shield drones.
200 points, gives you two twin-linked S10 AP1 shots that you can fire at different targets, and move and fire.

The problem with most transport busting weapons is that they often cost FAR more than the cost of the transport themselves. This means that your opponent gains a progressively bigger advantage the more anti-transport you bring.
The best anti-transport is the stuff you brought to tackle serious vehicles that are otherwise being wasted unless they're shooting at transports.
Because, seriously, the thing which can take down any transport the fastest is, by far, a titan, but that's also the most ludicrous possible way to take down transports.

What? 3 meltaguns costs 15-30 points. Every transport in the game is cheaper than that. 3 Meltaguns will wreck any transport with ease.

When you say transport i assume you mean AV 10/11 and at a push 12 right? Fire Dragons are reliable anti-AV14, and should not be wasted shooting at transports.
For Eldar it is infiltrating war walkers with Scatter Lasers/ EML. And these guys find their way into Mech and Foot Eldar lists.

Hahaha you wish, why would an AV 12 tank quiver in fear of str 8 guns? If anything the AV 10 should be worried about the long range, 3 shot multilaser, the squad of tank busting vets inside, and the hull heavy flamer that could wipe the DE in one go.

I guarantee you that 36" range S6 3 shot Multilaser and 3 Heavy Bolter are going to make a DE Raider or Warrior squad much less happy than a single Dark Lance is back. A blaster needs to be at 18" or less, half the range of a chimeras weapons. A Multilaser pens/glances a raider on the same values that a Dark Lances does a Chimera, and yes it's BS3 instead of BS4, so is 16% less accurate, but has 300% the firepower, and functionally counts as AP1 against a Raider.
Lets look at a naked Chimera (55pts) vs a naked Raider (60pts).
Chimera has a Heavy Bolter and a Multilaser at BS3. The Heavy Bolter can glance a Raider on a 5, and Pen on a 6. The Multilaser can glance on a 4 and pen on a 5. Between the 6 shots, that gives us about 1.25 glancing/penetrating hits per turn from a Chimera against a Raider.
A Raider has a single Dark Lance at BS4. The Dark Lance glances a chimera on a 4, penetrates on a 5. The Raider will on average inflict 0.33 glancing penetrating hits against a Chimera
This gives the chimera 3.78 times as many glancing/penetrating hits as the Raider.
When it comes to inflicting Destroyed/Explodes! results it gets even worse, as the Raider is open topped. A Multilaser/Heavy Bolter Chimera is inflicting 0.416 destroyed/expodes results on average against a Raider. A Raider is inflicting 0.074 Destroyed/Explodes results against a Chimera. This means a Chimera is going to inflict 5.625 Destroyed/Explodes results on a Raider for every one the Raider inflicts back.
Now this can be mitigated somewhat by Flickerfields and Nightshields (Increasing the Raiders cost to 80pts versus the Chimeras 55), giving the raider a 5++ save and forcing the Chimera to move and give up the shooting of its heavy bolter to fire at the Raider, but while this does have a significant effect on reducing the gap, the Chimera still inflicts 2.62 Destroyed/Explodes results on a Raider for every one it takes.
A Warrior Squad with a Dark Lance (115pts) is a bit sturdier, but at the point it's also worth 2 Chimeras.

A full squad of Broadsides do well at poping transports, give the leader a target lock and you have the potential of damaging/popping two vehicles a turn.
Of cource, Broadsides are pretty much the Tau-Anti-everything unit
Under tau, a fullsquad of Melta-Pirhanas also do well with the support of their table-covering Broadside buddies. Three fast-Melta-skimmers in a squadron, with TL STR 10 AP 1 support, and there isnt a single vehicle that you couldnt pop.
In a Cron army i look to heavy-destroyers for dedicated long-range anti-tank, even though a full squad of warriors could glance a land-raider to death. \
For my Nids, a Tyranofex with a rupture cannon will erradicate pretty-much anything (STR 10 AP 4 Assault 2, 48 inches) though he is supported in his efforts by a squad of hive-gaurd, (STR 8 AP 4 Assault 2, 24 inches ignores LoS and most cover). I tend to avoid Heavy venom cannons as VS vehicles you suffer a -1 to the damage table at all times (this stacks with glacing for a WONDERFUL -3). Though my most success has to be within my two Trygon Prime's. Nothing scares the crap out of a mech army like two monsterous creatures deap-striking right behind all of their transports, each with 6 toughness 6 wounds, a str 5 ap 5 assault 12 weapon, and 5 attacks on the charge that re-roll to hit.

For the Guard, I'd say the Vendetta is perfect for popping transports. A single Lascannon and a 12" move means that your transport is toast. 6" and triple the cannons? Good luck with that.
