I am given to understand that Dakka is the largest, which therefore might imply it is the most popular.
Personally I much prefer it over the handful of others I have tried.

Warseer moderation is terrible, in that you can bait and harass someone all you want, but claiming provocation if you retalliate is no defense. Sure, you can argue that you shouldn't rise to it, but everyone has a breaking point; it's just a matter of finding it.
You can also get banned for a single comment against someone's army (not me, someone I know had this happen. Apparently saying Necrons aren't currently a good army is enough to warrant being kicked out) without any previous warnings or suspensions.
It caters to 12-year-olds who winge and whine until the bad person who doesn't agree with them goes away!!!
Relicnews, whilst not inherently tabletop-based, has a nice little tabletop section with a good community, but it isn't very big and doesn't get near the same amount of traffic Dakka does.
B&C... MAHRINE5 R KWL!!!!!11111 That is all.
EDIT: Forgot to mention; Dakka ftw.

Dakka is the only 40k forum I post on or visit with any frequency.
I browse B&C from time to time and occasionally visit "Da Waaagh"...but for the most part Dakka fulfills my needs just fine.

I used to go to Tau Online but then whatever all that weirdness was happened and I stopped.
Dakka is all I need. I dabbled in a few other forums but found that either the moderation or the users(or both) were... well... not to my liking. I never got banned or anything, I just looked around and left at a lot of forums.

Oh there was a lot of drama with a new owner or some such, so everyone left.
There were a few format changes as well, IIRC. Last I knew it was a dead board, so it's interesting to me to see someone in this thread say that they visit it now. Perhaps it's making a comeback?

Hmm I see!
Well as for me, Dakka is the only 40k forum I frequent and I have only been doing so for a year or so. Like GW, I have long denied the existence of the interwebs (at least when it comes to embracing my inner geek) even though I have been gaming for donkey's years!
