Right, because all those things equate to placing an object of reasonable size underneath a city landmark which is frequented by thousands of people every day, and that's just commuter traffic.

I should "work alongside" the authorities if I'm going to do something in a public place? Why? What business is it of theirs?

If the cops find a "suspicious package" and a bunch of weirdos prancing around wearing elf-ears and shouting "MAGIC MISSILE", maybe they should do what most people would do: ask someone what's going on. Then, once they figure out that it's a group of LARPers, and maybe one of them would show the cop that the "suspicious package" was a couple of bricks, the cops could go on to do something important. Like catching criminals.

The "disorderly conduct" charge will more than likely not stick. Simply a cop trying to validate his actions by pointing to an arrest.

You assume all of the above would occur in a normal country... however, since 9/11 the USA has been a bit heavy-handed on the anti-terror thing and National Security

Holy crap, I agree with Fraz.

Its also worth noting if this package proved to be a bomb (other reports describe it as being covered in duct tape, with exposed wiring), and it either detonated or did not spur an evacuation, the police would be subject to even more criticism.

Nothing wrong with stopping someone and asking them what's going on. In fact, it's what I would expect the police to do. What you don't expect the police rational actors to do is evacuate and shut down the park and start arresting LARPers.

Somewhat true. If a permit is required for events over a certain number of people, then a permit would be required.

However, if legislative bans are beyond the constitutional requirement, then compliance with the statute is not required.
