I was thinking the windows would be boarded up, broken, or painted to look really really dirty, similar to what I did here

No, I'm not talking about grilling the windows, just giving them dirt and filth. Automatically Appended Next Post: I just airbrushed greys and inks on the clear plastic to get that look. The grills just gave the illusion of separation. These windows already have seperation, so no need. And it won't be just like the in-game buildings, that's not realistic.

I still like the idea of seeing into the ground floor, I would have thought that originally it would have large plate glass windows, rather than small panes. Maybe broken windows. Mind you I could go with some nice grimy graffiti covered steel shutters!!!! on the ground floor that is. Up top I would go with bricking up. Though I am not sure, if it's meant to be similar to the game best look to that, my logic says that bricking up takes planning and time that a nuclear holocaust would not necessarily afford you, where a good old sheet of plywood nailed (or riveted) home can do perfectly well, in minutes.

Oh, some of the graffitti seems both old ancient spray cans and fresher is apparently crude brush on stuff. a real mix.
And I figured the wire was glued to the panes for the effect, making so many small panes at that scale would drive one insane!

Yes, and markers for locations also seem to have fairly fresh and brightly colored paint as well. and the Outcasts found a major stash of red and black to coat their BoS power armor

If you do the same technique for the windows dave, try a piece of take or putty on the window before you spray. that way when things are dry you can remove the tape or putty to have the spot that someone cleaned off to look in/out.
sorry to be a pain about the panes. that's why they don't so panes on the planes that fly to spain in the rain because to clean them would be a pain.

Well, if you haven't played the game, it's hard to explain. With the intact buildings like that, the windows are intact,
but when you go inside (and you essentially load a new map) you can see a bit of light coming through, but it's still dirty
Many of the buildings are like the TARDIS, bigger on the inside- but your brain doesn't register that for some reason. Automatically Appended Next Post: You see how there are 5 windows and then a wall, then the overpass, but inside it's completely different?

Nope, not brittle at all. They sand MUCH easier than the plastic, and There is no Belt sander required to get a 45 degree bevel. The friction generated by the belt sander makes a mess of that thick plastic too, melting it, but it cools quickly and leaves strings.
