Is their any race as ancient and knowledgeable, but not cold uncaring robots?

Eldar... oh wait no... well they are dicks but they are super emotional dicks so do they count? They aren't quite as old as Necrons though... no one is anymore.
Also in light of people's complaints about the new Necron fluff this is fairly ironic.

Haven't read too much new Necron fluff, can't really contribute. I thought about Eldar and Dark Eldar and they are emotional dicks so I guess they would work. Are there any non-dickish races that aren't Tau?

Then you should. Necrons aren't emotionless anymore.

Well seeing as the Necrons are no longer "Emotionless" I think my Ward has solved your problem. Otherwise making a theme army and using Necron stats as another option you have. There is a post about a possibilty you may want to check out in the fiction part of the forum. Thread name is A new kind of Necron. The only thing older than the Necrons are the C'tan and you cant get much older than that! I mean the 'Crons are even older than chaos so there you go. Im sure you could figure something fun out with the new codex..

They sure did my good sir! They are now hugthirsty robots bent on uniting the universe for some epic cuddles.

Not quite but they have some pretty lame emotions/goals that dont fit in with the fit in with the old fluff at all. Trading/Making alliances with other races etc. Most uncool.

Sort of...
The Lords have always had emotions.
This is expressed further in the new codex. The Warriors and the like don't AFAIK since their memory and personality transfer aren't as good and neither was their stasis sleep so they lost stuff when they slept away the aeons.
The Lords however generally seem to have their entire personality albeit with a few quirks due to problems in various bits and pieces...

Pretty much Necrons but younger, less successful and even more emotionless.

Necrons are older, as their war with the old ones created Chaos. So they would most likely be anywhere between 200k-2000k years older. Its hard to tell. There isnt really a time line for Necron evolution. But I agree, I think Daemons are about as close as you could get to the same age, next best thing would be eldar.

I could see the use of an IG rule set-up for this, or SM/one of the chapter codices. Or even 'crons I guess. Depends on how badass you want them to be I guess.

Actually technically since the warp exists outside space and time it has always existed even before it was created...
Just like Slannesh always existed even before he/she was created and the same for all the gods and their minions...
Daemon-pinces however don't count so you're good there but likely they could time travel in the warp so go figure...

That's not entirely true, warriors are for the most part still emotionless. Some "crons" have the ability to speak but the lord level characters are still the only necrons that have same amount of sentience as they

did before the necrodermis.

The post of mine Thatguy91 is talking about can also be found here. These Necron spinoffs are ancient, despair of life as a concept (which thus includes humanity), and ironically for robots, have more empathy for other lifeforms than everyone else in the setting combined.

Unless of course I've misunderstood your request, in which case I've shamelessly plugged my blog in an irrelevant situation.

What in the world are you talking about?

The Eldar have still, knowingly, diverted Ork Waaghs into major human systems to end a potential threat to dozens of Eldar lives--effectively killing billions to save dozens.
The Eldar have still raided, constantly, Imperial worlds.

The only race the (Craftworld at least) Eldar don't seem to fight is the Tau--and I'd be surprised if there's absolutely no instances of violence between the two.

Necrons have still killed entire worlds. You have to be seriously ignoring things to claim that the Necrons are friendlier than the Eldar.

Then he should have said that.
He said "Eldar".
"Eldar" is used to refer to Craftworld Eldar, not Dark Eldar.

I'm also pretty sure that there are several moles of people to be killed, so billions isn't really that much
