How did you get the dingy look? I doesn't look like they were washed down, their tone is very even.

My guess is multiple layers of thinned paint over a dark (brown or black) primer coat.

At least, that's how my models look for the first few layers of thin paint.

edit: Like the pictures, but the OP should post more closeups.

The overall red on the army was done with a black undercoat, red gore drybrush, blood red drybrush and a purple wash.
