2/3. Orks/Necrons
But that's just my experience, I have yet to play against nids but hear repeatedly that they've become underwhelming. New Necron codex has some interesting variety in it and being new gives it the edge that not everyone has counter tactics yet.
Dark eldar are just very potent.

I didnt say anything about Newcrons because they havent been out long enough for me to see them be devastating. Ironically ive heard all the new local Cron players say Tyranids would be one of the last armies they wanna play.

Necrons rank second because they're new enough still that they're catching people off guard, but also new enough that people havent fully worked out the kinks and tricks of the Codex yet. Could change in a couple months.
Orks are still pretty strong, but with rumours of Tau on the way, that may shake things up a bit too.

1) Dark Eldar (the only Xeno army that can truly compete with those IoM armies)
2) Orks (several competitive builds)
3) Necrons (they could climb higher, but I've got to see what people do with them first)
4) Eldar (one trick pony)
5) Daemons (zero trick pony)
6) Tyranids (unplayable)
7) Tau (by FAR the worst army around right now)

2: Orks, the army has proved to be a powerful one
3: Necrons, I'm not putting them at the top but they are powerful
4: Nids, not the most powerful and require an experienced player
5: Daemons, Like em but can't say they are the best, powerful but difficult to use
6: Eldar, need a update, but somewhat powerful
7: Tau, Awful.

Dark Eldar at number 1 definately. The only xenos army that can truly compete with the top codices.
Then probably Orks at number 2, they have quite a variety of competitive builds and can hold their own against top-tier armies.
At third I would say Eldar but now with the new Necron release Eldar have been bumped down to 4th. Partly due to the Necrons still being in their transitional period and mostly due to the fact that nobody quite knows how to crack them yet.
Something to note however that any army can go toe-to-toe with top-tier builds and win. With some luck and a lot of tactical know-how anything can be beaten.

Finally, at least someone recognizes that eldar are at least decent. My IG can at least make it a game against most armies, but I have played some eldar people and I just cannot kill the Eldar. Wave serpents neglect the extra D6 from melta, nothing can be above S8 when rolling to penetrate, and they are fast. Or Harlequins, only roll 2D6 to see the all the time, and they OWN in CC, And Farseers...fortune ruins my day, or Wraithguard with T6 and vehicle pwning weapons. I get absolutely owned by the eldar everytime i play against them, I DREAD the day they get a new codex...

1.Dark Eldar - a few niggles aside, this is a very strong release that should hopefully hold up well in the future. 2.Orks 3.Eldar Notable Mention Necrons - Based on first impression they're not overly-powerful but because their codex is relatively new it's still hard to tell. It could easily be strong enough to place it in the top three given another month or so of trialling. EDIT - D'oh, top three only required.

orks don't need long range anti-tank.
Have you ever played against Orks? specifically Greentide or Kanwall? (A real question, not trying to be snarky)

Well for one thing we have lootas, which are pretty good on their own. Second, as GT has pointed out, Orks don't need them. It's a sad sight that people have been under the reign of parking lots for so long that they think missiles and melta are required for a good codex.

I'm honestly surprised to see so much Dark Eldar in here. Are they really that strong? The one person in our FLGS who plays them only ran a few games with them before switching back to Guard (he did own both armies, and constantly crushed people with the 3e codex).
I would have to go with:
1. Orks
2. Dark Eldar
3. Necrons
I'm slightly biased because I am an Ork player, but I have to say that it's a very strong codex in general. From what I've seen at my FLGS, most people aren't quite sure how to deal with 120 boyz charging at them.
