I don't believe Gunn and Safran had anything to do with the cancellation of 'Stargirl', especially in light of the decision to focus on John Stewart in the upcoming HBO Max 'Green Lantern' series made it clear that the change wasn't due to Gunn and Safran's hiring. The cancellation of 'Stargirl' is just another change by the CW's new ownership.

Not specific to the Arrowverse, but it does show how The CW's new owners are handling the network:

As The CW cuts costs, 'Supernatural' prequel 'The Winchesters' fails to conjure full season pick-up -- SYFY Wire

We've already seen several major effects of Nexstar Media Group's purchase of The CW, including the ever-shrinking ranks of the network's DC Comics-based programming. Now, the new owners' cost-cutting has impacted yet another genre series on the network: The Winchesters.

Deadline reports that the network will not move forward with "back orders" for the Supernatural prequel series, which means the original 13-episode order is all the show gets for its first season. The same will reportedly apply to Walker prequel series Walker: Independence, and extend to all new series on the network this season. The move is part of ongoing efforts by Nexstar to lower costs amid a restructuring that also included a round of layoffs this week.

At this rate, I wouldn't be surprised to see The CW to morph into one of those networks that strictly plays syndicated shows form the 70's and 80's.

Winchesters has been on my list to check out here eventually, but if they’re not even finishing the first season I probably won’t bother.

It's been a 'meh' kind of season so far. They've set up a big bad for the season, but so far all of the stories have been 'Monster of the Week'. Note however that Richard Speight Jr. is supposed to reprise his role as Loki/Gabriel but I have no idea how the current news affects that appearance.

So was it not picked up for a second season, or is it just not getting the back 9 (ie. not cancelled, just doing shorter seasons)?

It's only getting 13 episodes at this time, but IMHO that doesn't look good for a second season occurring.

Hey, if they already have the episodes from their purchase of The CW then they might as well use them to fill some airtime.
