Well good old tried and true ork is very eavy on dem krumpin melle, with spammed PK warboss, boys and/or nobz in trukk or massive blob foot slogging
In my personal opinion using both, a mech list is superior because you can avoid alot of dakka from other armies by getting your units in melle very quickly either through trukks or bikes, but the disparity is not nearly as large as it once was in fifth due the boosts 30 man squad boyz received such as not losing causality to fearless and overwatch for shoota boyz
now in terms of actually hearing helpful advice instead of my two cents go to
http://www.1d4chan.org/wiki/Warhammer_40,000/Tactics/Orks
That should give information on any ork unit you might want to use
Also about movement, orks are mostly a simple race that like to be moved simply, get your waaagh! on and just charge foward shooting all the dakka you can possibly find

Yeah, ork tactics really isn't rocket-science.
1: Get close.
2: Shoot all the dakka you got.
3: Smash their faces with whatever you hold in your hands.
You can actually take 2 Warbosses w/PK etc. and 8 x 30 boyz squads with nobz and PKs @ 2000 points, but that would be silly. Not to mention, it'd take 3 days to complete one movement phase. The difficult thing, in my opinion, is if you want anything even slightly more interesting than 242 infantry models slogging up the board, is list building.
Orks have a lot of units which are only decent, even when they get to do exactly what they're supposed to, which they almost never do. But they have almost no units which are purely excellent, and none which can do more than one task reasonably well. All orks, however, are pretty easy to deal with (with the possible exception of meganobz and nob bikers, but even they are pretty squishy.)

Orks can run hordes of guys on foot, tons of bikes, lots of walkers, lots of elite infantry, transports and much more.
The only think orks can't really do is shoot well. They have lots of shots, but if you're fighting a shooting army with orks, it's going to be hard.

Money shouldn't be your basis for building an army. Armies are goals requiring dedication. They grow over time and take months to form. It's sortof a labor of love.
Don't worry about having a full, playable army right away. Rather, slowly accumulate an army that you'll enjoy playing. It'll be more worthwhile in the end.
For instance, I could have dropped 300 bucks my first month in a game, and played Mech Guard. But I wanted to play Air Cavalry Guard. So I took my time, bought stuff over the next few months, and I still use the army to this day because it was the one that I wanted, not the one I could afford at the time.

Anyone that says "Orks arnt good at shooting" has never played a GOOD shooty Ork list. I focus on shooting most the time, and I can hold my own against most other "shooty" armies with the exception of a few, for example, long shooting Tau. feth me, they just cant be out shot by anyone it seems
Trust me, Orks can shoot. Now a single Ork wont hit squat, but his 20+ other buddies certainly will. We make up for it in volume of shots. Ive blown entire units off the table in a shooting phase with just shootas. So it can and does, get done. Automatically Appended Next Post: But I agree with The Captain, thats how I buy my Orks.

^ This. I did the same thing with my last army, which was IG. I built a list I wanted to run, and then bought stuff that got me closer to that list, and nothing else. Didn't take long before I had the 2K list I wanted. I'm doing the same with my new Ork army. And having done this, I can add stuff to it so I can change the list up for different games, and still have a strong army.
When I started my blood angels army, I had no clear direction, and just bought what I thought was a good idea at the time, and the result is an army which I hardly ever play anymore. Why? Because I have tons of random stuff, none of which really works together. Now, it wouldn't take a lot of money to add some new stuff to what I have to make a functioning list, but that'll be my next project.

Research is the way to go. Once you get all the info your looking for, the best advice I can give, is honestly think about which army you think is the coolest, or draws you in more, or whatever the reason for liking it more is, and go with that army. DO NOT start 40k with an army that will win you more battles. Simply because that army, no matter how many victories, will get boring fast, and when you work on it, you wont really give a gak. Where as if you pick the army you want, because you liked it first, youll care, youll enjoy working on it. Then from there, you can learn how to kick ass with it.
No matter the army, you can learn ways on how to win battles with it

Can't say if my mate's Ork list with Wazzdakka and bikers is the best, but those bikers sure put out a lot of Twinlinked dakka. ;-)
And they're not too shabby at taking apart anything they charge either. Having them supported by Deffkoptas and Trukk boyz means they can get stuck in fast while the Warboss and his Nobz in the Battlewagon arrive a bit later to take out anything that was too hard. It's a bit odd to see orks going quality over quantity but concentrating forces is an old and tried tactic.

shooty is fun, mech is fun, but effective? 30 man boyz squads, multiple. Nuff said about orks.
Seriously though, that is about the most competitive thing with them. Or maybe bike squads.
Don't try and take a lot of vehicles or anything, just maybe a transport for like your warboss and friends.
Orks with mobs is where its at. Nothing else works quite as well.

Best advice I've ever gotten about Orks
They do best spamming things
Don't take 1 unit, take many
and be vary aware of your strangths and weaknesses, with Orks, it's obvious

My Orks roll old-style, even though it's not the optimal way to run them these days.
Trukks and BW's stuffed full of dakka, advancing upfield under a KFF's protection (or several).
I'm also inordinately fond of ork walker armies, even though 6th hasn't been kind to them.
There's something about having 9 kanz and two dreads marching and klanking upfield

Ork weaknesses:
Carboard armour, cruddy Initiative scores and lousy BS scores. Middling strength when not charging. older Xeno codex (don't tend to be as broken-ass powerful as the more recent IOM ones (and Necrons..but same writer ), Randomness in some units can lose you the game sometimes ( SAG, Lootas, Weirdboyz etc)
Ork strengths:
Decent in Close combat, huge units, Can make up for lousy BS with number of shots, good toughness, can take anyone elses vehicle model and run it with an Ork army as a looted wagon. Fun conversion/modelling opportunities, Randomness can sometimes win you the game (Lootas cranking max shots every turn, SAG fooming a whole unit off to the warp, Zogwort turning the enemy general into a squig...)
All in all, Orks are for people who want to play to have fun. THey are quite capable of winning games, but the playstyle works best with someone who enjoys the way Orks work, and can accept a bit of orky randomness
