Otherwise it is for the sole benefit of the people administering it, and is just self-justified brutality.
[Lights smoke] Look at it another way. If someone took one of your friends and harmed them in retaliation for doing something they strongly believed in, you'd feel that person was unjust and cruel.
The only difference is that you believe that person you're holding was wrong in their actions.

Look at Boromir. He believed his faith and duty was correct. Nick and some of you saw that as evil. But where Bormir had lived, he was the force of good.
Admittedly this example falls short due to brainwashing him to abandon his beliefs.
Look at Samuel when he returned from war. The Inquisition believed they were right in their actions, and trying to save mankind. Yet to most of us, their actions appear evil.
