1 HPA is nasty enough as it is but 3 gah haha just wait till teclis kills em all turn 1.

The Warlord with two spells isn't necessarily a poor choice. Sure, you can roll up a less-than-ideal lore and then roll up the least useful spells in it, but that's unlikely to a rather extreme degree. There's always the signature spells, after all.
95 slaves are certainly more useful, but I'm assuming that the points from your Warlord-wizard are being taken out of your toy-budget, rather than your horde-allowance. Two rat ogres and two packmasters might do more than him, but they might not. A medium-sized unit of Gutter Runners probably return more often, but less so than when the Warlord does.
I'm not saying it's a great choice, or even an overtly good one. But it can work.

I don't deny it can work.
roll up Lore of Life with Throne of Vines and Flesh to Stone and its awsome.
or Lore of Metal vs Warriors of Chaos,
lore of light vs TKs or Vampires.
its just that the chance it doesn't work well is fairly high.
I certaintly wouldn't do it on a Chaos Lord. he needs to have nasty magic weapons and armor for chopping the enemies of the gods into nice bite sized chunks.

Ya, a 90 point warlord is certainly more viable for the hat than a 200+ base cost Lord. Still, I've run the hat 3 times now and while my spell choices might not have been the most optimal, it has always at the very least been useful. One time I'd say completely devastating. Still, 3 times so far isn't exactly a great sample size.

Indeed. The fact that Skaven characters(for the most part) are cheap enough to build in redundancy is the only thing that makes it work. And it definitely comes from the toys section, not the Hordes(which is always built first). I see the hat less as 100 less slaves and more 1 less PCC.

I agree with Grey Templar to a point on it and instead of going 2 from the random lore and 2 from mark lore and instead treat it like Grey Seers where they can freely get spells from both Ruin and Plague and say that you can pick either 2 from the random or 2 from the mark or 1 from each.
