I think the idea of fanfictions for 40k would be awsome as I can never find many  but I would have to either be the Lost Primarch of the Angel Guard (my own) Chapter or an Inquisitorial assassin, known only by codename and feared amoung gangs and heretics.
As the assassin is my Dark Heresy character.

they do have commissars.
IIRC, forge world has some Tank Commissar rules.
Its strictly a fluff posting, but yeah, there are Commissars in Tanks.
