There is a load of your calculations that I don't understand... But this is what I think I've got.

300 is a bit much. The most expensive Phoenix Lord is karandras, and he's 230 points. As it is, this guy is about n part with him, hitting at S7 but I5. Though he has disarming strike and shield of grace, shield allows him to only make 1 attack. I would cost this guy at 220.
My logic was 210pts average for a phoenix lord.
+20pts for +2S
4++ for +15pts
Shrouded for +15pts
Improved Strike Down for +10pts

Field Marshall Antonn Gebbit of the 293rd Landsharks
Army: Imperial Guard
FO:HQ Squad:CCS (May be bought to replace the company commander)
Points: 120 pts (see below).
Models: 1 (Unique)
Unit Type: Infantry (Character)
Statline: WS 4, BS 4, S 3, T 3, W 3, I 3, A 3, Ld 10, Sv 4+.
Razorfang: Razorfang is a modified chainsaw. It is a CCW with:
Range: Melee, Str: +1, Ap: 4.
Comms Relay: A great tactician, Antonn Gebbit likes to keep track of, and issue commands to, as many of his men as possible. This item extends his command radius to 36".
Special Rules: Senior Officer, Tank Tactician.
Tank Tactician: As a highly mechanized regiment, featuring lots of tanks, it should come as no surprise that Antonn Gebbit is an expert with vehicles, and has come to rely on them heavily.
As such, one HS choice may be taken as an Elite choice, and Antonn Gebbit may issue the following orders to any of the vehicles in his detachment (but only if he is the Warlord) as per the Senior Officer rule. Use Antonn Gebbit's Ld value for the test.
Set up a firing line! The vehicle (or vehicle squadron) to which this is issued may fire all of its non-ordinance weapons once at the end of the opponent's next shooting phase. They must then, however, move the maximum possible distance towards your deployment zone in your next movement phase, and may only make snapshots with those weapons (if they are even still able to fire at all).
Incoming! Yelling a warning to the vehicle's crew, they take evasive action. The vehicle (or vehicle squadron) to which this is issued gains the shrouded special rule until the start of your next turn.
Options: - The CCS to which Field Marshall Antonn Gebbit is assigned must take a Chimera as a Dedicated Transport, and begin the game mounted in it. [see the Chimera section for points cost]
Points calculations (maybe):
Spoiler:
+1 Ld (5 pts)
+Carapace Armour (10 pts [as per Lord Commissar profile])
+1 Str (10 pts)
+ Melee Ap 4 (10 pts)
+Bolt Pistol (2 pts)
+Tank Tactician (+55 pts [+20 for impromptu shrouded, +25 for out-of-turn firing, +10 for FoC edit])
+24" Command Radius (15 pts)
+Cool tax ( 11 pts [~10% of subtotal])
Total: 118, round to 120 pts.

The cost of a Phoenix Lord is based n the sum of its parts. Jain zar is only 200 points.

can neither confirm nor deny I lost track of what I've got right now.
Furthermore, a Singing Spear is a +5pt upgrade to a Witchblade/WitchStaff (Which is basically a Power-Weapon equiv anyway), but it's StrUser, AP-.
You've made it Str9, AP2 and given it Distort.
Just going to throw this in: A witchblade is not a power weapon equivalent, it is the direct opposite of a power weapon. It has AP-, but it compensates by having fleshbane and armourbane. Only the power maul is reasonably similar and even then it is rather different.

I meant price wise, I'd rate it at a Power Weapon equivalent.

Very unique concept... I think 170 is too cheap though.
My attempt at a Dark Eldar HQ choice, using some of the choices that are commonly passed over for Shadowfield/Huskblade as well as a few tweaks and nabbing some existing toys from other lists if they felt fun. Removed Power From Pain as it would make attacks stronger and make her marginally less squishy, and I was going for a flurry of weaker strikes with little ability to take anything solidly landed.

Djin blade: S-User Ap-3 Type: Melee; This grants an additional d6 attacks per fight sub-phase, rolled before challenges are issued. On the roll of a 1, all her attacks are made at Ws-1 and with hits being re-rolled as she focuses on the suppressing the spirit within.
Archangel of Pain: Once per game, in the shooting phase, the Archangel may be used to force all units other than the one who revealed it within 3d6 to test as though they had been hit by a weapon with the Blind USR (Units that would normally automatically pass such tests are exempt, of course). If the enemy army contains a psyker within range of effects, they may attempt a psychic test to convince the daemon to turn against its former captors, and it will remain on the battlefield, placed within the area of effect, with the rules for a Herald of Slaanesh that changes its unit type to Jump Infantry (Character).
Twilight generator: Improves her Ghostplate armour to a 5+ invulnerable save and grants Shrouded USR
Special Rules:
Independent Character

Night Vision
Ancient Doom
Unanny Leader: When taking Leadership tests, she rolls one die more than normal and the owning player selects the desired results.

Djin Blade 20
Hydra gauntlets (Differing rules on blade) 5
Archangel of pain 15

Yeah, using the same name for different gear isn't really a good thing as people will expect something else.
Even calling it the 'Djinn blade of Shog' or whatever will differentiate it. Otherwise, I have no problem with the alternate CCW
Furthermore, the Archangel of Pains extra rules make little to no sense - why would an Imperial or Eldar psyker think to converse with a Slaaneshi Daemon, let alone one that's a few brief moments of pure psychic range blowing past them?
And then again, the Daemon would have no binding point to hold it material, the only thing holding it being the box, and it then returning straight to the warp upon release.
Maybe if fighting Daemons it might, but otherwise I don't see it working.
It also requires you have the Daemons codex on hand as well, for the Herald rules and a Herald model for if it happens.
If you want to change it up a bit, just make it cause a Psychic test on 1 psyker in range.
And dropping PfP from a DE character is wierd. It's a Racial rule and tied into the fluff.
And what is Ancient Doom? an Eldar Rule or something new? If it's the rule from another codex, be sure to include it in the entry.

Why is he a Valid Character? Because I want a Harlequin character! I'm not sure on pricing, so I kinda just slapped a price on him between kitted out Autarch and a Phoenix lord, could you give me a more accurate price?

the one you have will be fine if you remove the 0 wounds = removed from play. That is ridiculous, and would probably slap about 80 points on top of your Character's price (going off of Yarrick there, and using Ovion's pricing ideas, the get back up costs roughly 80 points. would base it off of a necron, but I dont have a comparison point.)

Not sure why you're trying to justify its existence in a thread dedicated to creating characters for over 100 pages.
Price wise. Going to go off a DE Archon, as it's base rules seem closer than an Autarch.
Costing
But that's a... soft 200, not sure if it shouldn't be more.
And that ability to stop Reanimation and Miraculous Intervention, when even special rules that specifically remove models from play, and StrD weapons don't necasarily stop those rules, is a little OTT and hard to price.
I've currently priced it as a Huskblade, with +10 for Master Crafted, and another +10 for the permakill effect over instant death. But even that feels low...
I'd honestly make it a Huskblade equivalent (Str User, Ap2, Melee, Instant Death), you can keep your Master Crafted, and have it force opponents to reroll successful Invun saves against it. Call it 65pts, for a total of 210.

I didn't think it would be that big a thing, being strength 3 he poses little threat to an Overlord who is T 5, There are usually at least 2 sergeants between Yarrik and the enemy challenge and the Living Saint is fast enough to choose her combats. So the only thing he was *effective* against was normal necron warriors. But if you see it as really OP then I'd swap it for simply the wounds may not be recovered and Daemonbane (Anti chaos sword is anti chaos)). Thanks for the look in, I would put this sword at around 25pts due to its abilities being very situational.

An AP2 CCW that strikes at Ini alone is worth at least 25pts, throw in Master Crafted and you're looking at 35. Daemonbane is going to be at least 5, and then the Last Laugh rule at least another 5, so it'll still be 45+

For a Space Marine, maybe, but for an S3 character? Not even Tau are worth throwing an S3 AP2 weapon at. His attacks are S4 on the charge, so if he uses H&R right he'll be getting that bonus in but if he fails he'll be S3. At best its useful for killing terminators but even then only three of your six attacks are (usually) going to wound, and against other dedicated assault units like Assault Terminators or any tough beatstick like a Shield Eternal CM he'll crumble. At most the weapon is 40 points.

Huskblade is 35pts.
Power Weapon is still 15pts for Str3 and Str4.
The extra Str is baked into the base unit, not the weapon.
