Two things:
I'm the one designing it and
I meant the mouse pointer. You need to make lots of the same-style cursor just to make one cursor set. Look in the windows control panel under "Change the mouse pointer's look" or something like that. There are a lot of different icons you need to change. I speak the truth.

Is Windows written in C++? Or some sort of C based language?

Java is a form of C, iirc.
