I have had good experience with hoardobitz.
PayPal issues are not on them. PayPal seems to be a necessary evil for anyone who does internet trades, so I have made my peace with paypal.

I understand from a selling point of view, but the whole thing is so heavily biased towards protecting the buyer it's silly.
Or are they in fact using hordes of small Asian children with abacuses rather than a big set of internets to do all the transactions that I was unaware of.

You really don't use paypal that often do you
With paypal you can 1) use it as an intermediary for paying with a credit card (or your debit card as long as it has a credit card company's logo on it) or 2) link it to your bank account and it takes the money from there. There's no need to transfer funds to paypal and then pay for something.

I used to buy from them reguarly over the last 4 years, typical purchase was about $50 a month. A smaller $16 order never arrived, it'd ben recieved by the PO but tracking didn't update for over a month, HOB didn't respond to any emails I sent and I had to file a claim. The result? permanant ban from using their store.
Their service is fine provide you never have an issue. If you run into any difficulties what so ever: you get a ban

Over 95% of 50% of my ebay purchases have been with horde o bits. Fast shippers, reasonable pricing (on most bits, some are fairly high). I have only had one issue where they sent the wrong product. I sent them an email, and they quickly fixed it. I have heard stories of people here on Dakka about getting the wrong product and then giving them negative feedback and then not being able to order from them again. That hasn't been my experience, though. Edit: Like paulson was talking about. I've heard a handful of people post similar issues.

My 'go to' bits seller has been Empchild's Battleroad Games and Hobbies, but only because he's a Dakkanaut, but I've never used Hoard O Bits because they jack up the prices on things that I seem to need

I have had good experiences with Hoard O'Bitz. Nice people, deliver fast, never had a problem. Not always the best prices, but you'll get your bits, and they combine shipping.

Agreed. They are good 99+% of the time based on their ebay rating (or they were when I used them a couple of years ago, they might not even be on that site now). Anyway, part of my order was missing so I e-mailed them about it. No response. E-mailed them again a few days later. No response. Told ebay about it. Hoard o bits didn't respond to ebays formal requests (by then we reached 3 weeks after the package arrived and no e-mails from them. None). Result, full refund for me and confusion as to why this place wouldn't bother trying to correct their mistakes. I haven't used them since.

Same thing happened to me years ago, except the issue was that they never posted my item at all.

I've been ordering a ton of bits lately from sellers in the US and overseas, and I'm having a similar problem with a different bitz seller right now.
My impression is that most bitz sellers are small operations run out of basements that handle a lot of small orders daily. So details like answering e-mails, etc. fall by the wayside. That's certainly no excuse, mind you. I'm just saying buyers should beware about orders going wrong, because these basement businesses are built around filling orders and not doing customer service. Obviously the ones related to retail stores (although they're few in number these days) will likely deliver better customer service.
The most frustrating thing is that my problem order will probably end up in a refund situation, but I really just want the bits.

My experience with HOB was entirely different.
They have been my goto for bitz for quite some time. Once, there was an issue where my items did not arrive. I e-mailed three or four times times, politely asking what was going on. (I also never give feedback until I actually get the item.) After the last one, he finally got back to me... and it turns out his computer had croaked and it had taken him the whole week to replace it AND all the business data on it so he could get full access to his accounts. He apologized, sent my stuff AND a nice load of other useful bitz that day.
In general he's been VERY good to me, getting my parts to me quickly and saving me a ton of money since I don't have to buy whole kits to get a few needed parts. And even that one issue was solved COMPLETELY to my satisfaction.
As far as the 'bad feedback = banned' thing goes, he had a bad early experience with customers trying to blackmail him into giving them extra stuff or they'd give him a crummy review... repeatedly. Thus he instituted his bad feedback policy, because if you thought his service was that bad to go out of your way to give him a negative review it made no sense for you to further patronize his business and suffer under his bad service... and it made no sense to him to take the penalties for you repeatedly hitting him for bad service - especially if you were just doing it to get him to give you free stuff.
It's all there posted on his online store. You just have to actually go look at his sales policies and disclaimers, which so few of us actually do.

Vulcan what you wrote doesn't explain my experience. He couldn't be bothered FOR WEEKS to respond to e-mails from myself or from ebay. Now granted, the guy had a 99% rating on ebay so most of the time things go well, but for me, clearly, it did not. (And unless everyone complaining here bought stuff in that same week his computer crashed, he clearly dropped the ball on other occasions). I know mistakes are going to happen when 100s or 1000s of things are shipped each week, but gheesh, no e-mails at all, complete silence, is a BAD a-hole type move from someone running a business. Same here, my situation didn't come from leaving a negative feedback. When I inquired as to the status of the order after a full month's time there was no communication from his end.
The tracking number showed that it'd shipped to a post office sorting facility so I know he had at least gotten it in the mail but after 4 weeks of still showing as being at the sort facility it's certainly indication there was a problem with the order, and he could verify that it was not delivered. I didn't write asking for a refund and I was very polite, I'm in the mail order business so I know there's sometimes issues beyond ones control. Basically I asked if it's been returned there and if not what can we do about the order.
Gave it a few more days and no reply came through so I had to file a claim on payapl, sat by for another week and he didn't even respond to the paypal inquiry so paypal refunded my money. I was generous and left him a neutral but he still banned me anyway.
I certainly would have been willing to split the cost on the loss, or even eat the loss as it was only a $16 order. But what I wanted was the parts as I needed them for models to use with our necromunda league. As a result I ended up sitting out on the league because i was lacking the heads and weapons I needed for the gang and at that point I didn't have further time to wait for them to pop up at another bits seller.
Considering I was trying to work with him and had a long history of repeated business you'd think he'd realize I wasn't trying to feedback extort him. Not everybody cares about customer service and HOB certainly doesn't put in any effort in that area.

I love Blackdagger too! HoB seems higher than others at times, but will likely have what you need. I've never had an issue with HoB orders, but given what I've read here, I will consider other options.
I also back what Alfndrate says about Empchild's Battleroad Games and Hobbies. He has good prices on items I've been looking for in the past.
